Is it possible to do a 4-4 or even 5R-3D map without baconstrips? Geography is absolutely horrible for Wisconsin Democrats.

Very easy if you split Dane County and Milwaukee County.

That purple district works good for making a WI-7 with no county splits up north.

Love the district with Green Bay and Fox Valley together.

I tried my hand at a "fair" 8-district map of Wisconsin.

Image Link

The Population Deviation is 0.01%, and it reflects 2015 - 2019 ACS Data.

0/100 on Dave's Proportionality Index ( Sunglasses )
23/100 on the Compactness Index
71/100 on County Splitting
50/100 on the Minority Representation index
23/100 on Dave's competitiveness index

The map above shows results from the 2020 U.S. Presidential Election.

Check it out here and see county and municipality boundaries.

Partisan Breakdown by Election

2016 U.S. Senate Election in Wisconsin: 6R to 2D

2016 U.S. Presidential Election in Wisconsin: 6R to 2D

2018 Wisconsin Attorney General Election: 5R to 3D

2018 U.S. Senate Election in Wisconsin: 5R to 3D

2018 Wisconsin Gubernatorial Election: 5R to 3D

2020 U.S. Presidential Election in Wisconsin: 6R to 2D

Wisconsin's geography is horrendous for the Democrats.

Here are two WI maps that I made recently. For the first map I tried to made Districts 1 & 3 as competitive as possible. Opinions? (I did not factor the incumbents locations in these districts)

This map was designed to have multiple competitive districts (with 4 Biden districts as a secondary goal). There are three districts where neither Trump nor Biden won a majority of the vote. I also have 4 Biden districts. There are no gratitutious county splits. I suspect that the 3rd would be lean Dem in practice while the 5th is opposite, but both would be quite winnable for the other party and be quite competitive. In 2018 Evers all won the 3rd, 1st, 2nd, and 4th by margins of at least 5 points, while Trump won the 5th, 6th, 7th, and 8th all voted Walker by 8 points or more.

I drew what I think is the default option if the parties cannot agree in Wisconsin, a least change map cleaning up a bit and reducing county and municipal chops while, where possible, smoothing out the lines by a Pub leaning Wisconsin Supreme Court. The Dems are pretty much screwed on this one. A 6R-2D map is pretty much baked into the cake, and thus, as has been noted, the retirement of Kind. WI-03 gets 60 basis points more Pub, using Trump 2020 numbers. WI-01 gets 2 points more Dem (9.2% down to 7.2% Trump 2020), not enough to discommode the Pubs much. So WI is +1 Pub for 2022. Yes, I know, this should surprise no one.

The Dems' self packing in this state is a Pub wet dream.

I’m not going to pick on you for this, but I bristle at the notion of “self-packing” in states with cities which practiced and continue to practice de facto racial segregation, like Milwaukee. (Dane County is a “self-pack” as much as Cambridge or Berkeley, though.) The Milwaukee ghetto was official policy and having them locked out of governance was a goal.

Not really. Its due to the inner ring white liberals.  There wasn't any self packing in Milwaukee when Waukesha. gave Romney a 80k vote margin.

No problem. Self packing may be a consequence of past and evil history, and I hate that kind of segregation. It just makes it easier to demonize the other, and I deplore that. I know that from my own experience, up close and personal. I also deplore people being cruel to each other, now more than ever.

Here's a new 6-2  map with a few county splits. Also added 5-3 Dem Gerrymander map by spliting Dane County and Milwaukee. Though 4 and 5 are only leaning Dem by a modest margin.

They also want the courts to pass a least change map from the 2011 maps because of course they do.

1 county split map

https://davesredistricting.org/join/8068ede1-8b6a-4c57-a13e-9e82ac75a494

I believe it keeps all incumbents in their districts too,  if Tom Tiffany is from Oneida.

Too bad the website requires you to check a box saying your a resident of Wisconsin or I would seriously submit this map.

Nice map. That looks like a 2-1-4? Trying to deal with Green bay (districts 6 and Cool is always kinda annoying.

Ugh...for real, there is no good way to handle that part of the state.  I had another configuration that worked better but it required a county split of just 6k people :-(

Republicans are trying to get the case thrown out in order to have the Wisconsin State Supreme Court be in charge of the redraw.

If anyone is interested, WPR is doing a podcast series about Wisconsin redistricting in 2011.

The Wisconsin State Supreme Court will take original jurisdiction on the redistricting case.

At least the US Supreme Court pretends to be non-partisan.

Does this apply to the Congressional maps or just state legislative?

I have to imagine both, but the current jurisdiction conflict between the WISC and the Federal Court will have to get resolved. The United States Supreme Court will probably make that decision, which means its probably going to head to the WISC.
