The deaths are dropping now. The peak of the 7-day average was Jan. 26 when it was 3405. Now it's already down to 3124.

That is because cases started to drop a week or two ago. Less cases=less deaths. We will probably be down to 2,000 deaths per day in about a month or two, though the new variants may change things for the worse.

Even as the number of new cases has been on a steady and sometimes sharp decline over the last couple of weeks, the mortality number has been surprisingly stubborn in declining consistently; even if it is a lagging indicator, it seems to be breaking off from previous trends and remaining at or around its peak numbers.

Does anyone knows what's going on? Are cases being under reported? Are new strains of COVID more deadly?
Deaths usually lag about 3-6 weeks behind initial diagnosis with COVID.

I already recognize this in my post. The case rate has been dropping considerably for three weeks already.

Some Southern mid-sized states like Alabama, South Carolina, Tennessee and even yesterday North Carolina have been dropping some ridiculously spiking numbers of late.  Alabama alone reported over 500 total new deaths the last two days but said none were actually from February--all from Dec and Jan.

According to worldometers, average cases peaked on Jan. 11 and average deaths peaked on Jan. 26. This 2-week gap is more or less what we would expect.

It is true that since their respective peaks, cases have fallen faster than deaths.  But I don't think this is something to be too concerned about yet given that (a) there will be much more variance in the time between infection and death than the time between infection and case identification, so all trends in deaths may be flattened relative to trends in cases; and (b) it's only been a week since the death peak, so we just don't have much of a sample size yet.

Correct. But under the Senate budget rules, Democrats are powerless to stop them from coming up.

If this means what I think it means, I'm very disappointed in some Democrats.

I admit I'm not entirely informed as to the reconciliation process, but I assume some of these amendments can be stripped out when dealing with the House, right?

The House Rules Committee could strip it out when the budget goes back to the House this weekend, but the Senate would have to approve that change. Once an identical budget has passed both chambers however, the eventual actual relief bill does have to comply with the budget's terms.
