I'm aware of how bills are passed and adopting the bills as amended by the other House. I think what I was getting at was in terms of other parts of the process. First, doesn't the Origination Clause require the House to pass the bill first? Second, is there a Conference Committee for reconciliation bills?

There may be a conference committee for the bill, but not for the budget. And the eventual bill must comply with the framework laid out in the budget, including the Young Amendment.

IIRC origination clause does not apply to the budget because it isn't a law, it's a concurrent resolution. It does apply to the eventual bill.
