It’s a combination of the .5% threshold and the overwhelming evidence that these remaining ballots are all much more Democratic than existing totals in each county. Yes, the last is a value judgment, but it’s a solid one.

Yes, but the PA AG had preemptively ordered them to segregate those ballots -- just in case of such an outcome.  There will be no change in the PA count due to those ballots.  This has been discussed with PA people on CNN numerous times.  Consider the matter closed.

I feel like PA is getting unfairly dragged here (the memes are funny tho). 96%* of all ballots have been counted which is similar to other 'swing' states (MN at 96%, TX and FL at 97%), better than others (like Ohio at 90%, Iowa at 92%, NV at 93%) and far better than the vast majority of safe blue states (MD at just 70%, CA at 77%,NJ at 78%, NY at 84% etc.) so the election officials have actually done a good enough job at counting the votes. It's just really frustrating because of how close it is and the fact that networks are reluctant to call it.

The late arriving ballots were segregated based on the order from the PA AG before the election who wisely saw it coming that the Trump campaign might try to use them to bring all mail ballots into question. I am not certain if they are included in the count though. Either way based on reports, their numbers are so small it doesn't matter.

Yeah, the only reason ‘it took so long’ is that everyone knew PA would seal a Biden victory so the networks refused to call it until long after they would have done so for any other state, giving the impression that PA was taking forever.
