Hello Mr. Comptroller. Congrats on the appointment.

I'm compiling a list of bills since Budget FY 2020 that may affect this year's budget. I was pretty liberal about adding bills to this list, FYI. Here is the list:

14th Parliament (all bills in wiki passed below Budget)
FT 14.08 Prison Reform Package (impact unknown, but probably small)
FT 14.11 Bestiality Criminalization Act (like above, generates revenue thru fines?)
FT 14.09 Custody Forfeiture Act (like above - small impact probable)
FT 14.10 Commonwealth Fuel & Power Act (this one's probably gonna hurt)
FT 14.14 Diesel Tax Abolition Act (unsure if this is still in application but if it is it affects us)

Couple other notes:

L.C. 9.8 does specify how much the grants cost and we've already got that added in, so I guess we would just need any incidental costs specified.

To be clear with the differing links above, Lincoln did pass a bill in its 6th Council that effectively developed a comprehensive legal code. Most of the bills that were kept were not substantively changed so you should generally be fine using the original thread from the 3rd/4th/5th Council but doesn't hurt to check the omnibus to make sure something was not altered.


We would appreciate a timeline on when we can expect a response, and that concludes our requests.

I've also been asked to provide a cost estimate for H.B. 26-13 by Speaker Cao.

Considering all the moving parts I'm going to put that cost on an annual basis of around 250-280 million. Part of that will be a decrease in tax revenue.

It was my impression upon reading it that the regulatory implementation would require some funding to kick off.

Would lowering the tax rates in Fremont from the current top combined(federal+ local ) of 100% increase Fremont's Revenue within that bracket?

Would lowering it from 85% in Lincoln do the same? Exact calculations maybe required for Lincoln but a simple yes or no would suffice for Fremont.

How would you calculate this? Do you include any behavioral economics in that such a high rate would incentivize people to move out of a region? Do you include the fact that a direct increase tax doesn't mean exactly that much of an increase in Revenue?
