The loss of one member results in one constituency being eliminated (precisely which one was, is quite subjective.) San Juan expands, taking in Guaynabo, and three-and-a-half constituencies covering the San Juan metropolitan area become two-and-a-half. Ponce now stretches across most of the southern coast of the island. Population losses in the wake of Maria, and emigration, directly resulted in the loss of a constituency.

fyi, I am counting all seven PR seats as Biden-voting, D-leaning, for sake of completeness, but take this with a grain of salt. We don't know how Puerto Rico would vote, for sure. And we won't know if and until it actually becomes a state. Also, there is no DRA link because the newer versions of DRA do not have Puerto Rico available. The older version reliant on Microsoft Silverlight did.

WA goes from 14 members to 15. This leads to the creation of an additional constituency in Western Washington. Keep in mind that road contiguity is not an absolute requirement, while trying to get county integrity as much as possible is. This leads to Longview-Olympia crossing the Cascades, in order to help keep Spokane and Walla Walla-Wenatchee the same. Population growth in exurban Portland leaves the constituency with Vancouver smaller and leads to St. Helens being removed from its name. Just as last time, Seattle is split in two along the Lake Washington Ship Canal. Olympic, Spokane, and Walla Walla-Wenatchee are the only constituencies unchanged.

American Samoa, Guam, the Virgin Islands, and the Mariana Islands all have an at-large member. The first will be counted as R-leaning, and the rest as D-leaning.

Population boosts Northern California from 29 to 31 members. Monterey and Eureka are the only completely unchanged constituencies. The effects of population growth are seen practically everywhere. Three seats nested in SF+San Mateo becomes four nested in SF+San Mateo+Santa Cruz, with almost two full seats in San Francisco proper, with the boundaries redrawn for sake of compactness. Four full seats are now nested in Santa Clara. Three is no longer enough for Alameda, and two for Contra Costa; the former has to pull from the Central Valley, and the latter from across the Bay.

Tulare can now form a full district, and Redding-Chico no longer splits a county. The latter expanding in size is evidence of the sluggishness of population growth in (parts of) the interior. This is fitting, since Butte County (home to Chico) declined in population from 2010 to 2020. The growth in parts of the interior however is evidenced in the lines - with Yosemite-Merced being dismantled and one of its successor seats moving north into the Sacremento metropolitan area.

There is only (relatively) minimal changes in San Bernardino County, and to lesser extent, Orange County, Santa Barbara County, and Ventura County. Imperial is no longer paired with Riverside; instead, it is paired with San Diego. No constituencies are left unchanged. Efforts were expended in order to keep any district from being over 90% Latino; this indirectly led to a larger number of Latino-controlled districts. The San Fernando Valley, in effect, loses a seat, and more central parts of LA County gain one.

San Diego changes considerably. In effect, San Diego-East County loses a lot of its population, in return for picking up Imperial County. This leads to it being drawn into the southernmost parts of San Diego as well, to preserve Latino opportunity. After San Diego-Chula Vista is redrawn in compact manner to compensate, this leaves room for three constituencies: El Cajon (which takes in suburbs directly east of the city), Miramar (which takes in minority areas in the eastern half of the city), and La Jolla (which takes in whiter areas in the western half of it).

There are also huge changes in Los Angeles County, too many to talk about thoroughly, though the county still keeps the same number of members - exactly twenty. Southern California goes from 46 to 48 members, with one new member each in San Diego and the Inland Empire.

Also of note is that all the Channel Islands, less the ones in Los Angeles County, have been unified in one constituency, the one crossing the Ventura-Santa Barbara county line.
