Suppose, hypothetically, that the world is a Pangea-like supercontinent and oceans and lakes do not exist. (For the sake of this hypothetical, let's assume that water is still accessible via rivers, but any bodies of water are far too narrow for boating to be a practical means of transportation.) Absent boaters, I think that Biden would be leading by at least double his current margin.

Without boats, Kerry wouldn’t have been swiftboated in 2004, and would have won that election.  But the 2008 financial crisis sinks him, and he loses to George Allen.  (McCain was never captured by the North Vietnamese when he parachuted into that lake, because they had no boats, so unfortunately, he just drowned, and isn't around to run for president in 2008.  Meanwhile, domestically, the whole “Coastal elite vs. Real American heartland” Culture War schism doesn’t operate the same way if the coasts don’t exist, and George Allen doesn’t say “Welcome to America and the real world of Virginia”, so there is no “macaca” moment.)

Allen wins reelection in 2012 (facing off in the GE against former Vice President Edwards), but 2016 sees the election of Barack Obama, running on a ticket with Hillary Clinton as his vice presidential nominee.  (Obama picked Clinton because he doesn't feel threatened by her own presidential ambition, since she'd be 77 at the end of his second term in 2024, and no one would run for president at that age.)

The current presidential matchup then pits incumbent president Obama vs. GOP nominee Donald Trump, who squeaked out a primary win in a large field, bolstered by his “birther” conspiracy theory that Obama wasn’t actually born in Hawaii because we live in a world in which islands don’t exist.  Obama is heavily favored to win reelection, because he got Mexico to pay for a giant moat around the United States that has managed to keep coronavirus out, as no one has figured out a way to swim across the moat and survive, and there are no boats around to cross it.  (Yes, there are planes, but Obama is using the "MH370" technology against hostile planes, which is whatever allowed that plane to disappear despite not having an ocean to crash into.)

No one cares about hypotheticals involving Joe Biden, because Biden is just a former Secretary of State from the Kerry administration, who resigned in disgrace when he tried to negotiate an end to the conflict in Sudan, but put his foot in his mouth when he said to the South Sudanese “If you have a problem figuring out whether you’re for this deal, then you ain’t black.”

I fear, for one, that the apportionment of the representatives to this so-called "House" may be inadvertently politicized, as there is no proper channel whereby a state may determine the geographic confines of a district, in a way so as to prevent biased interests from encroaching upon the system and drawing these divisions as they see fit. As I am sure you can see, this issue shall strike at the core of our democracy if not adequately dealt with at this time. Furthermore, I am troubled by the second addition to this proposed "Bill of Rights." Imagine, if you will, a circumstance many years in the future, in which the technological advancement of firearms excels past the imaginations of we few delegates at this present time. Such improvements in rifling could perhaps yield weapons of war and destruction hitherto unseen on God's Earth. Allowing these devices to be procured by civilians could cause widespread fear and bloodshed, and perhaps even enrage the citizenry to forego the right to bear arms altogether. Perhaps a clause could be attached negating this right for those convicted of heinous crimes. Regardless, these are merely my humble thoughts on the matter at hand. Do with them as you shall.

The issues we discuss here shall echo through successive generations. What of the proposed so-called "Electoral College?" It appears to me that despite ostensibly bolstering the institutions of democratic rule, it may nevertheless result in an outcome whereby the candidate who receives the greatest number of votes may nevertheless lose the election. Many elements of this Constitution, in fact, appear to me as though they may give disproportionate voice to those in rural areas, or in states which possess a smaller population than larger ones.

The Constitution as written provides ample opportunity whereby future generations may, if they find it necessary, amend and adapt the document to their times as they see fit. Surely if such a problem as you describe were to arise, either this process (or the Supreme Court) would be sufficient recourse for the citizenry to fix whatever unforeseen issue might vex them.
