Suppose, hypothetically, that the world is a Pangea-like supercontinent and oceans and lakes do not exist. (For the sake of this hypothetical, let's assume that water is still accessible via rivers, but any bodies of water are far too narrow for boating to be a practical means of transportation.) Absent boaters, I think that Biden would be leading by at least double his current margin.

I would post a map of what the outcome might be, but I do not know what America would look like if it existed as part of a supercontinent that spreads across the globe and therefore it is impossible to really speculate.

Alternatively, the world could exist as is but boating is widely considered dangerous and is therefore illegal.

Biden's winning the military vote now, presumably including the Navy and Coast Guard. That cancels out the civilian boaters.

What if there was a magical place where the boaters could sail their boats in the fjords all day and was virtually uninhabited?  And it was a green land a very,very green land.  They could all sail there and be happy.

Tbh, if boats didn't exist and there weren't large bodies of water through which to travel on them, Trump would be ahead. Major cities almost always develop as ports or trading centers of some sort, and the easiest way to move goods (and people) around is by boat. Removing this would've made immigration much more difficult in America's development, and as a result we'd probably have much smaller metropolitan areas combined with a more homogeneous population. Sounds like Trump territory to me.

Trump would be losing, but more because of his inability to secure the Sahrawi border than because of any lack of boats.

Without boats, Kerry wouldn’t have been swiftboated in 2004, and would have won that election.  But the 2008 financial crisis sinks him, and he loses to George Allen.  (McCain was never captured by the North Vietnamese when he parachuted into that lake, because they had no boats, so unfortunately, he just drowned, and isn't around to run for president in 2008.  Meanwhile, domestically, the whole “Coastal elite vs. Real American heartland” Culture War schism doesn’t operate the same way if the coasts don’t exist, and George Allen doesn’t say “Welcome to America and the real world of Virginia”, so there is no “macaca” moment.)

Allen wins reelection in 2012 (facing off in the GE against former Vice President Edwards), but 2016 sees the election of Barack Obama, running on a ticket with Hillary Clinton as his vice presidential nominee.  (Obama picked Clinton because he doesn't feel threatened by her own presidential ambition, since she'd be 77 at the end of his second term in 2024, and no one would run for president at that age.)

The current presidential matchup then pits incumbent president Obama vs. GOP nominee Donald Trump, who squeaked out a primary win in a large field, bolstered by his “birther” conspiracy theory that Obama wasn’t actually born in Hawaii because we live in a world in which islands don’t exist.  Obama is heavily favored to win reelection, because he got Mexico to pay for a giant moat around the United States that has managed to keep coronavirus out, as no one has figured out a way to swim across the moat and survive, and there are no boats around to cross it.  (Yes, there are planes, but Obama is using the "MH370" technology against hostile planes, which is whatever allowed that plane to disappear despite not having an ocean to crash into.)

No one cares about hypotheticals involving Joe Biden, because Biden is just a former Secretary of State from the Kerry administration, who resigned in disgrace when he tried to negotiate an end to the conflict in Sudan, but put his foot in his mouth when he said to the South Sudanese “If you have a problem figuring out whether you’re for this deal, then you ain’t black.”
