The thing is Nazis arent the same thing as the average edgy racist teenager if thats what you mean. Nazism is literally an ideology whose premise is genocide so someone has to be really really evil to be a Nazi and there is no way in hell someone who is can be a good person .

It can be argued - especially in the 1930s 1940s context, but I suppose modern contexts as well - that a nazi is somebody who enables and empowers nazis. People who "stand by and do nothing" / enable. I think it's possible that some "good people" who are ignorant or cowardly could be considered nazis in certain contexts.
