I'm convinced that Syracuse needs to move their basketball programs to the Big East

So they can go toe to toe with Georgetown?
Syracuse is a better fit with the Big East, both due to its geographic position and historic rivalries with a majority of the members of that league. Syracuse would have more a chance in the Big East than they would in the ACC.

Well, Syracuse does actually play football (unlike UConn) and all.
They could still be in the ACC for football, but in the Big East for basketball

Sorry, that's not how it works.  If they want to play basketball in the Big East, they'd have to be an indie in football and that would be financial suicide.   They ain't no Notre Dame.
I believe Hawaii is in the Mountain West for football, but in the Big West for basketball

Alright, Syracuse might be able to swing A-10 for basketball and the MAC for football.  Just think of the 'Cuse- Buffalo rivalry that could develop.

Tonight's bubble games (in approximate order of importance):

Rutgers @ Indiana - Both teams are close to the cut line.  The winner will feel a lot safer, while the loser will be on the outside.

Wyoming @ UNLV - Wyoming is trending in the wrong direction, and a loss to UNLV would put them in a shaky position.

Xavier @ St. John's - Xavier is also heading the wrong way and could use a win here to right the ship.

NC State @ Wake Forest - A home loss to NC State would put Wake dangerously close to the edge.

Miami (FL) @ Boston College - Miami can't afford a bad loss here.

George Mason @ Davidson - Right now, Davidson probably doesn't need to win the A-10 tourney to get a bid.  Losing to George Mason could change that.

UConn @ Creighton - Creighton is on the right side of the line, but a win here would solidify their position.

Either one would be a Q2 loss for Wyoming.  Win both and they should be OK.  Win one and they'd need a really good showing in the MWC tournament.  Lose both and they'd probably need to win the conference tourney.

Not necessarily.  Sweep the Washington schools and have a really strong showing in the tourney (e.g. split with UCLA and Arizona) and they'd have a good chance, depending on what happens elsewhere on the bubble.

I highly doubt the Big East would care, so that leaves the ACC. I don't think the ACC's Football schools would actually care that much whether Syracuse stays or goes, quite frankly, and the Basketball schools would prefer to keep Syracuse around.

If Syracuse could work that kind of deal out, it would probably be the best case scenario for them, but that's unrealistic, to be frank. Also, there's no reason to believe some of the newer Big East schools (Creighton, Butler, Xavier) would even want Syracuse back (they agreed to UConn, but UConn was coming from a weaker conference in the AAC, and literally had no where else to go. Syracuse easily could stay in the ACC if they wanted to, and probably would be just fine doing so.)

It's very likely the Big East would happily take Syracuse if Syracuse wanted to come over. But there's also a 0% chance that the ACC would allow Syracuse to stay in as a football-only member.

They could probably get a football-only invite to the MAC or AAC if they didn't want to go Independent, but not a P5.

Iowa @ Michigan - The suspension of Juwan Howard may be the best thing that's happened to Michigan.  They've played their way into the field, and a win over Iowa would make them even safer.

Memphis @ South Florida - Potential trap game for Memphis ahead of its rematch with Houston.  The Tigers must avoid a loss to a (very bad) USF team.

Oregon @ Washington - The Ducks have to win to keep their faint at-large hopes alive.

Fresno State @ San Diego State - The Aztecs are probably one of the last few teams in now, and need to win to stay that way.

Bradley vs Loyola-Chicago (MVC tournament in St. Louis) - Loyola must win to keep its at-large hopes alive, but realistically they probably need to win the conference tourney.

Richmond @ St. Bonaventure - The Bonnies are barely alive, and have to win to stay that way.

SE Missouri vs Murray State (OVC tournament in Evansville) - Murray is a lock, but a loss in this tournament would steal an at-large bid from someone else.

Loyola Marymount vs BYU (WCC tournament in Las Vegas) - BYU is another team that must win to stay in the hunt.

Additional note: as Dingo Joe pointed out, Oregon is almost certainly out unless they win the Pac-12 tourney.

Saturday's bubble games (there are a bunch -- feel free to add any I missed):

Virginia @ Louisville - Virginia's on the fringe of the bubble, and needs to win to have any hope at all.

Davidson @ Dayton - Davidson can survive a loss here.  Dayton can't.

Miami (FL) @ Syracuse - Miami can probably live with a loss here, but it would be better for them to avoid testing it.

Kentucky @ Florida - The Gators are in "Next Four Out" territory, and a win here would help them enormously.

Indiana @ Purdue - Indiana's come close to playing its way out of the field.  Beating Purdue on the road would reverse that trend.

Virginia Tech @ Clemson - The Hokies need to avoid a loss to stay in contention for a bid.

TCU @ West Virginia - Like Miami, TCU can probably live with a loss but would be better off not testing it.

Seton Hall @ Creighton - Creighton: see TCU and Miami.

Pittsburgh @ Notre Dame - The Irish need to avoid a bad loss here.

Georgetown @ Xavier - Xavier is another team going the wrong way that needs a win.  Fortunately for them, they're playing Georgetown, which will have its last chance to win a conference game this season.

Boise State @ Colorado State - Both teams should be in, but the loser will move closer to the bubble.

BYU vs San Francisco (WCC tournament in Las Vegas) - Probable bubble elimination game; BYU is definitely out with a loss, while USF would be on the edge with one.

San Diego State @ Nevada - The Aztecs are in at the moment, but need to avoid a bad loss here.
