OOC: I have been thinking about the debate...since we can't effectively have a "time limit" for answers here, perhaps we could agree on a word limit for answers? Something like 400 or 500 words? Or is that too much...

Talking Points (Debate expectations, Jonathan Magbie, etc...)

Senator Biden has continued to push the corruption scandal of Rudy Giuliani's insider political appointments as Mayor. Our surrogates should too. Voters are outraged, and extremely concerned that a President Giuliani would have the same insider habits.

Should the campaigns choose to ignore the tragic death of Jonathan Magbie, put public pressure on them in news interviews by blasting their complacency and lack of compassion. Be sure to emphasize Senator Biden's moderate stance on the issues: he is not calling for a federal medical marijuana law, but a big national conversation about the fact that this is medicine and it helps people with painful diseases. Always steer the conversation that way, and blast Giuliani, Johnson, and Kucinich for failing to take a stand against the War on Drugs that killed Magbie, who was simply taking his medicine. Specifically with Kucinich, we expect him to take a more liberal stance than Biden, but if he fails to acknowledge it it will slay him with his supporters. The longer the other candidates are silent, the more Americans see that Biden is the only true leader in the field. Quote the "moderate majority" section of Biden's speech as much as possible.

Johnson has said recently that he does not support a minimum wage at all. Bring this up in the states that he is doing well in (except his home state), casting it as an "inevitable reversion to a corporate medieval economy" should he win.

Meanwhile, the campaign's second act has begun with a pivot in advertising to national defense, and the reopening of the Domestic Terrorism Task Force. This should be the focus of most surrogate speeches (outside of speeches to specific issue groups, such as NOW, Planned Parenthood, National Teachers Association, etc). Republicans are the incumbent party and have an advantage on this issue, so in every single speech or interview bring up the DTTF, the fact that President Bush shut it down, and the fact that Bush and Giuliani refuse to reopen it "while our families' homes defenses are weakened as a result." Tout Senator Biden's extremely strong record as chairman of Senate Foreign Relations, his courage in forcing the Reagan administration to fully apply the SALT II treaty, and his diplomatic acumen in finding an agreement with Russia on SALT I treaty.

On debate expectations, keep things as neutral as possible. Something like "Senator Biden is working hard, but we all know he's going up against three incredibly strong debaters who all won debates during the primary."

Round XVIII: September 28-October 2nd

The Presidential Debates are set to be a historic set. Including the Republican and Democratic candidates, the debate will feature both the Libertarian Party Nominee and the Green Party Nominee. This is the first time since 1992 that a debate has included more than the two traditional party candidates. Heading into the debate Rudy Giuliani and Joe Biden are running neck and neck in the polls, and most pundits see the debate as an opportunity for either to outshine the other, and to of course suffer no damage. As for the third party candidates, this will be an opportunity for them to introduce themselves to a larger audience and draw major contrasts with the two major candidates, Senator Biden and Vice President Giuliani.

Good evening from the University of Miami Convocation Center in Coral Gables, Florida. I'm Jim Lehrer of "The NewsHour" on PBS.

And I welcome you to the first of two 2004 presidential debates between Vice President Rudy Giuliani, the Republican nominee, Senator Joe Biden, the Democratic nominee, Governor Gary Johnson, the Libertarian Nominee and Congressman Dennis Kucinich the Green Party Nominee.

These debates are sponsored by the Commission on Presidential Debates.

Tonight's will last 90 minutes, following detailed rules of engagement worked out by representatives of the candidates. I have agreed to enforce their rules on them.

The umbrella topic is foreign and domestic policy, but the specific subjects were chosen by me, the questions were composed by me, the candidates have not been told what they are, nor has anyone else.

For each question there can only be a two-minute response, a 90- second rebuttal and, at my discretion, a discussion extension of one minute.

A green light will come on when 30 seconds remain in any given answer, yellow at 15, red at five seconds, and then flashing red means time's up. There is also a backup buzzer system if needed.

Candidates may not direct a question to each other. There will be two-minute closing statements, but no opening statements.

There is an audience here in the hall, but they will remain absolutely silent for the next 90 minutes, except for now, when they join me in welcoming Vice President Giuliani, Senator Biden, Governor Johnson and Congressman Kucinich.

But before I answer further, I'd like to thank you for moderating this debate, I'd like to thank the University of Miami for hosting this debate, and I'd like to thank Senator Biden, Governor Johnson, and Congressman Kucinich for participating in tonight's debate. Back to the question, I think the election of any of the other men on this stage would put the United States in a dangerous place. We’re involved in three wars right now - Iraq, Afghanistan, and the War on Terror. A war requires a leader who is strong, determined, and has his full faith in the cause. I’m the only man stand here who has a strong record in national security, that is determined to win all three of these wars, who is fully supportive of the operations our troops are executing. All three of my opponents support a drawback of troops, to various degrees. This is a dangerous plan, that would make the Middle East less stable and opens the door to future acts of terrorism.
   We are winning all three of the wars we’re engaged in. In Iraq, Saddam Hussein is sitting in a prison cell, awaiting a trial, and we’re preparing for elections. In Afghanistan, the Taliban is out of Kabul and will soon be out of Afghanistan. In the Global War on Terror, our borders are safer, our children sleep soundly at night, and international travel is more secure than any time in history. I will continue these successful strategies, put in place by President Bush, as well as bring in our coalition allies for future strategy planning. Within the first year of my administration I will hold a summit in Washington for the leaders of all the coalition nations. Tony Blair, John Howard, Gloria Macapagal-Arroyo, Silvio Berlusconi, Wim Kok, Jose Aznar, Kim Dae-jung, all the others - let’s get them all in the same room to plan out the rest of our strategy. America has the greatest armed forces on the face of Earth, but we can’t do these things unilaterally.

Preemptive war, that is wars that are waged in order to stop an immediate threat, is a solid strategy. If you are walking down the street and you see that a man, walking towards you, is aiming a gun at you, it’s clear that you would take the steps to defend yourself. Maybe that means shooting the man before he can shoot you, maybe it means you jump out of the way. This is the principal of preemptive war in the simplest terms. We knew that Saddam Hussein had massive stockpiles of chemical in the 1980s and 1990s, so we had good reason to believe he rebuilt his supplies and was prepared to use them once more. So we took the preemptive steps, to ensure that the lives of thousands were safe, and removed Saddam Hussein from power. The deficit is one of the greatest struggles currently facing our nation. It is more than an economic issue, it’s a moral issue. We keep spending and spending with no regard to where this money is coming from. We’re just pushing the debt onto our children and grandchildren, that’s got to stop.
   We had a balanced budget in the 1990s, we need to get back on the track. My administration will take the steps necessary to prepare the United States for a balanced budget by 2016. I will also support a balanced budget amendment. 49 states have BBAs, it only makes sense that the federal government have one too.      Where to cut is where there debate begins. Now, I like PBS, I like you, Jim, and I love the work towards educating the youth that PBS does, but I’m going to work towards reducing the tax-payer subsidy for PBS. The Sesame Street Workshop brings in a lot of revenue. If you put that revenue towards operating PBS, the government could almost step back and save millions of dollars each year. We need to cut non-essential government programs. Our government is too big, it’s inefficient, and it’s expensive. I will look at each program that is taxpayer funded and decide if it’s necessary, if it’s critical to our nation's success. If it’s not - well we’ll look at cutting it. If it is, we’ll look at ways to make it the most efficient and effective.
  As for taxes, I’m going to be honest. I will cannot promise that I will not raise taxes - plain and simple. However, I will always take a budget cut over a tax hike. Tax cuts, like the Bush Tax Cuts, spur economic growth and keep the hard earned money of the American people in their pockets - rather than in the government’s coffers.

One word - experience. I have much more experience than any of the other men standing up here tonight. Senator Biden has had a lengthy tenure in the U.S. Senate, a long time spent sitting behind a desk away from his constituents. Governor Johnson has two, uneventful terms as Governor of New Mexico under his belt. Congressman Kucinich has another lengthy tenure in Congress, lacking any significant legislative victories. I worked in the Reagan Justice Department, I was a U.S. Attorney, for 7 years I was the Mayor of New York City, and I’ve spent the last 6 months as our nation’s Vice President. I’ve had hands-on experience combating global terrorism, I led New York City through the post-9/11 recovery, and I’ve helped President Bush govern the nation for the past few months. I’ve gained valuable experience while working in the White House, I’ve been involved in the President’s decision making process, I’ve become a close confidant of the President’s, and I’ve received information on our nation’s defense that none of the other candidates have. I can keep our nation safer than any of the other candidates because of the experience I’ve gained. This is the question that Americans must ask when going to vote - who will keep us safer? And the only honest answer to that question is Rudy Giuliani.

Senator Biden, can you give us specifics — in terms of a scenario, timelines, et cetera — for ending U.S. — major U.S. military involvement in Iraq?


It's not going to happen overnight, and anyone who tells you it can is treating our military like a  G.I. Joe set, and not the complex and important institution that it is. The goals of my administration to get us where we can bring our soldiers home rely on fulfilling three goals: the presence of a stable Iraqi government, the presence of an efficient and functional national guard to keep Al-Qaeda out and  their lands secure. And finally there must be peace and cooperation between the Sunni, Shiite, and Kurd factions of Iraq that have begun fighting against each other due to President Bush's invasion.

We will begin by holding a national referendum in the first 100 days of my administration allowing Iraqis to decide if they want to split into three independent states. If that is passed, in 90 days each new nation will elect representatives for their constitutional conventions. If it is rejected, Iraq will hold elections for their new parliament in 90 days. Once the parliament is seated at the beginning of 2006, they will write the nation of Iraq's constitution and ratify it on a strict timetable. Meanwhile we will work with the UN to obtain a peacekeeping force to function as Iraq's national defense, while some military deployments will be transferred to the peacekeepers, the rest will either come home or remain as the auxiliary and reserve force training the Iraqi national guard.

This plan will ensure that Iraq's government will work, their borders will be kept secure and that al-Qaeda and other terrorists will not take root in the country. It will strengthen our national defense and fix the mess created by the Bush administration.

I support a strong national intelligence, period. But we aren't fortune tellers. Part of my plan to prevent another terrorist attack on our soil is to reopen the Domestic Terrorism Task Force, which was inexplicably shut down by the Bush administration. Let me be absolutely clear about my philosophy: we will only act in a preemptive capacity if there is a clear and present threat, and if there is concrete information ready to be presented to the public first.

I don't intend for the White House to continue operating from the shadows. We, as people, as global citizens, as Americans, are better than that.

Let me first say that we are spending over five billion dollars a month on our deployments in Iraq. Well, the entirety of this cost is being charged to the national deficit by the Bush/Giuliani administration. And you know, going back to my plan to fix the mess in Iraq, I have to say, if the American people are going to keep footing the bill for the war I believe Americans are entitled to a concrete timetable from the executive branch. That's why I'm so strident about having an open and honest administration.

When we cut taxes, we need to make sure the cuts go where they'll do the most good. Lower and middle income Americans spend a much higher percentage of their monthly income. Many people spend the entirety of their paychecks every month, unable to build a savings because of the low minimum wage. So cuts will be most effective in stimulating the economy by going to these people. For this reason I will support letting high-income cuts from President Bush's 2001 bill expire, while keeping them for the rest of America. We will work the exact level out with Congress, but I believe $400,000 is a good threshold for expiration at this point. Aside from letting the high-income cuts expire, I do not support raising taxes on Americans.

We should also be honest with people about what a tax cut is, though. And this is something most politicians are just too cowardly to do. It's not a permanent subsidy. The intention of cuts are to drive up consumer spending in an economy that might need a little jolt. When they end, they should end, unless there is still that need. For middle and low-income earners, anyone under the threshold I laid out, I believe that need persists and those cuts should stay.

By meeting these two goals, our deficit will decrease drastically. And the economy will continue to pick up because of more money in hardworking Americans' pockets. That will lead to lower deficits, a balanced budget, and prosperity in America.

I respect the three men sharing the stage with me tonight. But they are not the right choice for your vote for President. These options will take us down a wayward path. Governor Johnson has said that he wants to ban the minimum wage, and leave American workers on their own to get a fair wage from the corporations. Congressman Kucinich led the city of Cleveland to be the first major American city to default on its debt since the Great Depression. And Mr. Giuliani, Vice President, has a history of passing on the people he was elected by and instead paying back insiders like himself. His corrupt appointments led hundreds of thousands of dollars to be stolen from the city of New York. The New York City taxpayers even bought one of his insider guys a new car. One appointee has already plead guilty; the other is awaiting trial.

Look, I am a sensible problem-solver with a proven record of ensuring the people of my state have a voice in our nation's capital. My experience on the international stage secured us lasting arms treaties that neither President Carter nor Reagan could get. I will always leave the doors of the White House open and make sure that everyday Americans are represented and part of the debate. I will not stand for the power of Wall Street when it bankrupts Main Street. We can't continue down the road of corrupt and powerful insiders, weak leaders, and the fringe shouting match. Americans want someone who will simply get to work for them, so that government is good again. I will be that President for you, America. Together, we'll march forward.
