Giuliani Campaign and RNC Ad to run in the following states:

Believe in America

America is the land of opportunity. People from across the globe have been coming to our nation since it's creation on the promise of hope, liberty, and jobs. Was it your parents, your grandparents, or your great-grandparents who made the trek? Perhaps it was a more distant relative. Regardless of who it was, they came here for shelter from the oppressive regimes that run rampant in other parts of the world. But not here, not in America. America has always been a safe-haven for the poor, the tired, and the ill. Rudy Giuliani believes in this America, the safe America, the America that welcomes all to it's shores. It's time to believe in America once again. Paid for by the Republican National Committee and the Committee to Elect Rudy Giuliani.

Giuliani Campaign Talking Points and GOTV Efforts (August 29th-September 2nd)

Friends,

We've had a great convention. Let's continue off of that moment and ride the wave to November.

The campaign has adopted a new slogan, one that Vice President Giuliani presented at the RNC. It is "Believe in America". Shirts, hats, water bottles, signs, and bumper stickers are going to be made with this phrase on it. The phrase should be included in speeches by surrogates and in canvasing efforts by volunteers.

We need to push the Vice President's strong suit - the War on Terror. Senator Biden favors and immediate drawback of troops in Iraq and Afghanistan. This is a dangerous policy that will make America and the world less safe. Vice President Giuliani supports the War on Terror because he saw the damages on 9/11 hands on. He was right there when the dust cloud swept over Manhattan. Volunteers should bee sure to stress this to voters when canvasing and surrogates when barnstorming.

For surrogates: The RNC and the Campaign will be hosting many "Hometown Townhalls" over the next few months. These will be town halls/meet-and-greets in churches, libraries, and small businesses where local voters can come out and meeting senior campaign staff. Surrogates are being asked to give the RNC a list of cities where these "Hometown Townhalls" should be held, as well as donate some time to appear at them. We feel that these are going to be critical to our 50-State Strategy.

To volunteers: Part of your job is to spread information about the "Hometown Townhalls". Once we have a finalized list of cities it will be distributed to State Chairmen, who will then give it to the appropriate volunteers. We're asking that volunteers stress the importance of these events and encourage all, that can, to attend. Over the next few weeks the campaign will be doing numerous phone banks, state-wide, across the nation (New Hampshire, New York, Ohio, West Virginia, Florida, Georgia, Arkansas, Missouri, Iowa, Minnesota, Montana, Nevada, New Mexico, and Colorado). We need volunteers to staff these and make the much needed calls. There will be three shifts: Noon to 3PM, 3PM-6PM, and 6PM-9PM.

Governor Johnson and Congressman Kucinich are playing larger roles in the race than we expected them to. We have to ensure that voters are aware that ONLY Vice President Giuliani has a reasonable path away from big government and towards economic prosperity. Governor Johnson appeals to the Libertarian Wing of the Republican Party, a section that is critical to the Vice President's success in the Western States. It is important to stress that only Vice President Giuliani has the ability to win 270 Electoral Votes. Governor Johnson may be the ballot in enough states to win, but he does not have a shot at winning anywhere close to enough Electoral Votes. This should be mentioned to voters while canvasing. Congressman Kucinich pulls more from Senator Biden's base than the Vice President.

I believe that we can win this, even though the polls show Senator Biden with a small (within the margin-of-error) lead, if we stay strong. We only have until November 2nd. That means we are going all out, nation-wide, and sparing few resources.

Thank you,
Mary Matalin,
Campaign Director

Surrogate Schedule-General Wesley Clark

August 29, 2004

Rally at the Mid-America Center, Council Bluffs, Iowa (With Tom Harkin, Tom Vilsack,Christie Vilsack, Chet Culver, Bill Gluba, Tom Miller, Michael Fitzgerald, Berkeley Bedell, Neil Smith, Leonard Boswell, David Nagle and Michael Blouin)

I'm going to try to keep this brief, as I understand that Senator Harkin has a flight to Arkansas to catch... Everyone in this room wants Joe Biden to be victorious in November. Everyone in this room wants Iowa to be part of our winning coalition. And everyone in this room realizes that despite Mayor Giuliani's claims of being experienced, being Mayor of New York City is far different than anything on the National level. As such, Senator Harkin and I are proud to  announce the pro-Biden endorsements of Iowa Governor Tom Vilsack, Iowa Secretary of State, Chet Culver, Iowa Congressman Leonard Boswell, Bill Gluba, our nominee against Jim Nussle, Iowa Attorney General Tom Miller, Iowa Treasurer Michael Fitzgerald, and former Congressmen Berkely Bedell, David Nagle, Neil Smith, and Michael Blouin. While Senator Biden cannot be here tonight, I have no doubt he would be honored by this support.

Speech in La Vista, Nebraska (With Matt Connealy and Nancy Thompson)

They say Democrats can't win Nebraska, that Senator Biden will lose here in a landslide. Well, we're going to prove them wrong on both counts, by giving Mayor Giuliani the race of his life here, and by electing Matt Conneally and Nancy Thompson to Congress, winning an Open Seat, and defeating Congressman Lee Terry. We can do this, Nebraska, and we know your capable of greatness, just waiting to show it to the world. This is your chance.

GOTV in Hildreth, Nebraska

Speech in Franklin, Nebraska

Franklin was the Childhood Home of a man, who like Senator Biden, cared about people's, in this case children, safety and sought to do something about it. This man was Frank Cyr, who today is known as the father of the Yellow School bus. Like Cyr, Senator Biden has been an advocate for Transportation, especially after his families death in a car accident. He's voted against measures that would allow those who don't wear helmets or seat-belts to get off scot-free and he voted against the Highway Bill of 1995, which repealed the National Speed limit, among things. Senator Biden is a dedicated supporter of Amtrak, and passenger rail in general, which one day, may just be the next yellow school bus.

August 30, 2004

GOTV in Athol, Kansas

GOTV in Deerfield, Kansas

GOTV in Leoti, Kansas

Speech at the Kansas Barbed Wire Museum, La Crosse, Kansas (With Dennis Moore and Nancy Boyda)

You don't need a barbed wire fence to realize that we can win Kansas! The going will be difficult, the challenges immense, but there is no reason why we can't do it! There's also no reason why we can't re-elect Congressman Dennis Moore, or why we can't help Nancy Boyda defeat Congressman Jim Ryun. In the political world, like in the Military, nothing is impossible and winning Kansas and Nebraska, will prove it!

August 31, 2004

GOTV in Yates Center, Kansas

GOTV in Council Grove, Kansas

GOTV in Woodstock, New Hampshire

September 1, 2004

GOTV in Bath, New Hampshire

GOTV in Wentworth, New Hampshire

GOTV, Rockaway Beach, New York (With Hillary Clinton)

September 2, 2004

Speech at the New York Aquarium, Coney Island

Yes, Mayor Giuliani was in charge on 9/11, but the reality, he was a lame duck then. Mayor Michael Bloomberg, the guy in office now, is the one responsible for New York City's seeming post-9/11 Resurrection, not Rudy Guliani

Governor Johnson will be giving 4 town halls a day in small towns in NM and AZ as well as GOTV efforts throughout both states. Governor Ventura will be doing the same in Minnesota.
TV and Radio ads promoting change and freedom will be played in strategy states.
NRA and GOA will continue promoting Johnson and denouncing the other two candidates.
Surrogates will also focus on strategy states, if their hometown is a strategy state they will be campaigning there.

TV Ad: Pity Party

[Voice Over:] While Rudy Giuliani will be the cause of the party at this year's Republican National Convention, he bailed on the party's convention 8 years ago.
[Clip of Giuliani:] “If I take ... four days off from city business, I want to do it for a substantive purpose."
[Voice Over:] And that's why he didn't show.
[Clip of Giuliani:] "It didn’t seem to me any substantive purpose."
[Voice Over:] And is it any surprise?
[Clip of Helen Giuliani:] “He only became a Republican after he began to get all these jobs from them."
[Onscreen Text:] Helen Giuliani, mother
[Voice Over:] So why is he going to this year's RNC?
[Clip of Helen Giuliani:] "He's definitely not a conservative Republican. He thinks he is, but he isn't.”
[Onscreen Text:] WELCOME TO RUDY GIULIANI'S PITY PARTY
RNC 2004

TV Ad: Baseball

BIDEN (speaking to camera, intercut with various photos of Biden & his father, Biden in his high school baseball uniform, Biden as a Senator, public schools, etc): My father and I always relished a game of catch, and that bond led to my love of baseball. Experience on the field taught me the work ethic to be a team player, something that has aided me my entire life and been a key to my success at getting things done in Washington. The National Educators Association didn't just endorse me because of my pro-public school record. They endorsed me because they know I will take action on behalf of every young man and woman walking those hallways. This is about strong families, and a strong education makes strong family.

Together we can undo the damage of President Bush's economic reforms, get teachers back to teaching instead of testing, and make sure that our schools always have the resources to give each child the opportunity to fulfill their potential. So whether it's the school orchestra, speech and debate...or a game of baseball...together we will make public schools the best in the world.

GOTV/Talking Points Memo
Paul Begala, Comms. Dir., & Tom McMahon, Field Dir.

Campaign Staff:
Campaign Manager: Ron Klain
Press Secretary: Stephanie Cutter
Chief Adviser: Valerie Biden
Political Director: Bruce Reed
Communications Director: Paul Begala
Policy Director: Mario Cuomo
Vice Presidential Committee Chair: Ted Kaufman
Field Director: Tom McMahon
Deputy Field Directors: Karin Johanson & Chris Turner

The campaign is proud to announce that the regions for our 50-state strategy have been successfully broken. There is now a Regional Field Director, who reports directly to Ms. Johanson & Mr. Turner, in every group of states or state of a certain color.

We are pleased to announce the promotions of Karin Johanson and Chris Turner to Deputy Field Directors. Ms. Johanson ran Biden for America's Wisconsin ground game in the Democratic primary, going on to be Regional Field Director for the Midwest between Biden becoming the presumptive nominee in April and the DNC in July. Mr. Turner is known for running the congressional campaigns of Texas Congressman Chet Edwards in 2000 and 2002. Rep. Edwards, a Democrat, represents one of the most conservative and Republican-identifying districts currently held by a Democrat in the entire House of Representatives. Mr. Turner has served as Deep South Regional Field Director since April.

The campaign's ground game reports an average of 12 volunteers per event. Across the country there are phone banks being held nightly, from 6:00pm to 9:00pm. All voter contact is documented through our sophisticated online database, to increase the effectiveness of our GOTV effort. Canvassing is being done every Saturday from 11:00am to 3:00pm, and Sundays 2:00pm to 5:00pm. These events are being held to identify Biden supporters for GOTV and identify undecided voters. Volunteers are equipped with the literature to help them persuade undecided voters toward Senator Biden. Overall our volunteer events are reporting a 24% conversation rate.

Surrogates will push the following talking points:

-Senator Biden is a family man.
-Senator Biden will raise the minimum wage.
-Senator Biden will keep our families safe.
-Senator Biden cares about people like you.

Push media to do stories on Senator Biden's extensive range of proposals, showing that he is not just rhetoric and hot air but has real ideas to help real people. This includes depending on the news source and their typical audience: ENDA, medical marijuana, Education reform, tuition reform, student loan reform, minimum wage, veterans benefits, energy independence, and healthcare reform.

Round XXV: September 3-9

The General Election can begin! Vice President Rudy Giuliani formally accepted the nomination for President of the United States and for the most part appears to have the party united behind his candidacy. The campaign theme Believe in America is being pushed heavily as Giuliani looks to appeal, to Democrats and Independents. Despite the resurgence by Senator Joe Biden and the strong presence of Governor Gary Johnson and Congressman Dennis Kucinich, the Giuliani Campaign is still all in on a fifty state strategy.

President Bush's dipping popularity and with the country divided on Iraq, the Republican tread lightly on those two factors, with Giuliani playing up what he would do as President of the United States. An ad running in all fifty states, tries to explain that: "America is the land of opportunity. It's time to believe in America once again..."

Evidence that the general election is underway, while on the stump Former General Wesley Clark, a Biden surrogate, who also flirted with his own bid for President criticized Giuliani over his handling on 9/11, saying Mayor Michael Bloomberg is the real reason behind New York's recovery. The 9/11 attacks have been a central point of Giuliani's campaign, demonstrating his leadership and expertise. No response yet from the Giuliani campaign, but this remark by Clark is expected to setup fireworks.

In other news, Congressman Kucinich and his campaign intends to run as write-in candidate, with signatures being collected in the following states: Ohio, New York, Texas, Georgia, Virginia, Missouri and Tennessee.

Both the Giuliani and Biden campaign take seriously the third party candidacies of Johnson and Kucinich, but not enough to believe they could thwart either one from winning the Presidency. Current polls show Giuliani regaining his lead after a successful convention, still pundits predict this to be an even tighter race than four years ago. Polls show an increasingly tight race between Giuliani and Biden in some of the the key states, including: New Hampshire, Florida, Ohio, Pennsylvania and New York.

Gallup Tracking Poll: Giuliani +3
(R) Rudy Giuliani: 43%
(D) Joe Biden: 40%
(L) Gary Johnson: 7%
(G) Dennis Kucinich: 6%

(R) Rudy Giuliani: 223
(D) Joe Biden: 197
Tossup: 118

This round will end Sunday June 29th at 11:59 PM EST

Excerpt From Press Conference
Reporter: Have you seen Senator Biden’s ad “Pity Party”? How do you respond to it?
Vice President Giuliani: I saw the ad, if you can call it that. It doesn’t make sense, it’s incoherent. If Senator Biden wants to play dirty, let him, but at least do it in a way that the people can understand. We watched it in the campaign’s central office the other day and we all were left scratching our heads.

Reporter: General Wes Clark said...
Vice President Giuliani: Let me stop you there. I respect Wes Clark, and I thank him for his service. But he’s just wrong. Primaries for Mayor were scheduled for the 11th. We had to postpone them. Michael wasn’t elected until November 6th. There was a lot of time between the attacks and Mayor Bloomberg’s inauguration and I was right out there on the front lines of search and rescue and recovery efforts. Even after Michael took office, I stuck around and helped out in every way possible. To insinuate anything else is insulting and wrong.

September 7th, 2004: Ohio

-- Meet-and-Greet in Akron, OH with Gov. Taft, Sen. Voinovich, and Sen. DeWine

-- Barnstorm in Dayton, OH with Gov. Taft, Sen. Voinovich, and Sen. DeWine

September 8th, 2004: Ohio

-- Visit Alum Creek State Park
-- Barnstorm in Worthington, OH with Gov. Taft, Sen. Voinovich, and Sen. DeWine
-- Barnstorm in Columbus, OH with Gov. Taft, Sen. Voinovich, and Sen. DeWine
-- Fly to Washington, D.C.

September 9th, 2004: Washington, D.C.
-- Vice Presidential Duties
-- One-on-One interview with Brit Hume

Statement from Biden for America

Today, Rudy Giuliani continued his lying streak to the American people. We deserve more than a Mayor who showboated while his city was stricken with grief. Today, Giuliani claimed 'I was right out there on the front lines of search and rescue and recovery efforts. ... I stuck around and helped out in every way possible' This is a continuation of his lie that he spent as much time at Ground Zero as recovery workers. Giuliani's public schedule from Sept. 12 to the end of his Mayorship shows he spent as much time at Ground Zero in three months that a recovery worker spent in three days.

We have provided for you the documentation, as well as Giuliani's earlier false claim in its entirety, including the key lie: "I was there working with them. I was exposed to exactly the same things they were exposed to. So in that sense, I'm one of them."

We have also been granted permission to release the testimonials of three recovery workers as well as letters from their doctors, who came down with lung disease as a result of the Giuliani administration's disregard for worker safety. The Giuliani administration barred OSHA, FEMA, and the Army Corp of Engineers from helping with recovery. The administration covered up the toxicity of debris and reopened parts of the city while it was still too dangerous to go into. The United States Geological Survey, by October 2001, had identified hundreds of toxic asbestos debris spots that had the toxicity level of drain cleaner. The USGS identified hundreds of these 'hot spots' on buildings; none of which were cleaned up by the Giuliani administration.

Concurrently, his corrupt administration blocked the EPA's order that recovery workers wear respirators, which would have saved hundreds of these patriots from coming down with lung disease. The administration also threatened companies conducting the cleanup and recovery with termination of contract if their work slowed, for reasons including "securing the safety of our workers and properly assessing the toxicity of the materials they are working with."

Senator Biden believes in a free society and a fierce national security. He has nothing but respect and gratitude for the recovery workers that lost their health helping the city of New York, and this country, heal after the terrible attacks on September 11th. We know that Giuliani and his mass-media spin shop will try to construe these revelations as attacks on the victims of 9/11 and their families; but we also know that those proud Americans will see through his callous political spin. Thank you.

Kucinich announces lawsuit against the Commission on Presidential Debates

Fighting for equal access among presidential candidates for the televised debates, Dennis Kucinich filed a lawsuit against the Commission on Presidential Debates earlier. Accusing the CPD of "monopolizing elections for the Democrats and Republicans," the lawsuit seeks to give the Green and Libertarian tickets spots in all of the debates to be held in October. The lawsuit alleges that the CPD sets a 15% polling average in arbitrarily selected national surveys that cannot be achieved without the same media exposure as the two major parties, meaning that all other parties are likely to be excluded without massive resources to counter the media blackout. The end goal is to change the policy for entrance into the debates to being determined by two criteria: 1) being eligible to be President under the Constitution and 2) being on enough state ballots to theoretically attain a majority in the Electoral College.

In an interview with NBC, Congressman Kucinich told the news outlet that "I hope the court sides with our campaign and gives the American people more choices to look at this November." Kucinich is optimistic about his chances and encourages the Johnson campaign to also pitch in with the effort to change the policy on presidential debates. "If Vice President Giuliani and Senator Biden are courageous enough to side with democracy and equality, then I hope that they will also voice support for opening up the debates," Kucinich said at the end of the interview.

TV Ad: Father's Day

[Clip of Beau Biden's DNC Speech:] I don't remember my mother because in 1972 we were driving home from errands when a truck hit us. I lost my mother that day.

I remember dad. I remember that he sat down, and held my hand, and promised to come home every night and be there in Delaware every morning before school. The morning commute from Wilmington to D.C. became a daily routine for dad.

[Voice Over:] In 1995 Rudy Giuliani told reporters he was going to spend Father's Day playing ball with his son; but hours later his wife appeared at City Hall looking for him. What she found was Rudy Giuliani and his press secretary together in a basement suite of New York's City Hall.

Text on screen: SAID HE SPENT FATHER'S DAY WITH SON
SPENT 3 HOURS ALONE WITH FEMALE AID INSTEAD

[Voice Over:] In November we have a chance to vote for a family man, someone with integrity and a lifelong commitment to national security. Someone who will spend Father's Day with his son. Paid for by the DNC

TV/Radio Ad: Pocketbook

JOE BIDEN: They call it a pocketbook issue.

ONSCREEN TEXT: "Raise the minimum wage"

JOE BIDEN: But it's important to me.

ONSCREEN TEXT: "Affordable healthcare. Affordable peace of mind."

JOE BIDEN: That's why I'm running for President. I know the struggles you face, and I've been a fighter for people who don't normally have a voice in Washington. I'm going to make sure that the workplace is a level playing field for everyone, and that hard work is met with a fair wage. Nothing is more important for our economy than putting more money in the pockets of consumers, through rewarding innovation, higher wages, and support for the single mom and the stay-at-home mom.

In the Senate, I championed campaign finance reform, equal and fair pay, and challenged the big corporations that finance my opponent. I won't stand by and let Wall Street bankrupt Main Street. I'm Joe Biden, and together, we can get this job done.

Statement from the Giuliani Campaign

There has been a change in the Vice President's campaign schedule. Instead of having a one-on-one interview with Brit Hume on September 9th, the Vice President will be giving a televised address from his residence in Washington. All media personnel with Secret Service clearance are invited to attend and carry the address. There will be a pool stream for those who cannot attend.

(Vice President Giuliani is standing at a podium in the first floor library of Number One Observatory Circle. On his right, seated, is his son, Andrew, and daughter, Caroline. On his left, seated, is his wife, Judith. Members of the press are seated before the podium, with a camera in the back. The feed is be distributed to all major news outlets.)

My fellow Americans, good evening. Thank you for welcoming me into your homes, on the television, radio, or internet. Tonight I am not addressing you on a matter of policy or a piece of breaking news. I am not addressing you as your Vice President. I am speaking tonight as a man, a husband, and a father, on a matter of principle.

On Father's Day 1995 I failed as a father. I left my son and met, privately, with my Press Secretary for three hours. This was a bad decision on my part. It was Father's Day, I should have spent the day with my son and my family. But I'm only human. I've apologized to my family many times for this. We've reconciled ourselves and moved on past it.

Senator Biden and the Democratic National Committee recently launched an ad called 'Father's Day". The ad, in a cruel and blunt fashion, takes aim at my personal failings from nearly a decade ago. For the Senator to bring up a wound that my family has worked hard to heal is wrong - plain and simple. I had hopes that this campaign would be a positive one, a race where the dueling ideas for America's future are present in pleasant debates and discussions. Clearly, Senator Biden does not agree with that hope. My campaign and the Republican National Comittee would never run an ad taking aim at I ask that Senator Biden retract the ad and apologize for its content.

Thank you, God Bless you, and good night.

OOC: If Richard Nixon could do it as a candidate for Vice President (see: Checkers Speech), I imagine it's fine for the sitting Vice President to do it once.
