Can I get Alaska, Arizona, and Arkansas as well?

STEPHANIE CUTTER also included the following statement from the campaign:

It is of compelling interest to the American people that elected leaders honor their office and work for the people. Vice President Giuliani's corrupt insider practices as Mayor of New York show that he will put the high-powered elite that helped put him into power before the needs of the average American. Giuliani's insider appointees defrauded the city of New York of over hundreds of thousands of dollars. How much money will his appointees as President steal from the American taxpayer?

Excerpt from Fond du Lac Rally

"And so when we say we want an honest President, we need to elect somebody working for the people. Giving people a voice in the decision making in Washington.

Last week, on September first, one of Rudy Giuliani's political appointees as mayor plead guilty to lying under oath. What he had lied about was accepting a vehicle paid for with thirty-four thousand taxpayer dollars.

Now, the guy who gave him the vehicle, was also a political appointee of Giuliani. He led the Housing corporation. He made money off of the housing contracts he secured for the city. He spent over a hundred thousand of New York's taxpayer dollars on whatever he wanted.

And get this: his father is one of Rudy Giuliani's oldest confidants. That's how he got the gig. He even said in an email released by the courts that, and this is word for word, "In the long run the mayor will profit, my dad already has. They have a watch each other's back thing. We all help the mayor and he helps us." (boos)

Well...that's not the kind of help Americans want in the White House! (cheers)

We don't want a President handing out appointments like lollipops at the doctor's office! ("No!") We don't want a President giving kickbacks to friends and shafting the middle class! ("No!") We want a President that works for all of this country!" (cheers)

Excerpt from Town Hall/Rally/Barnstorm

"Thank you for coming out here today! You obviously care about your community if you're here to hear what I have to say about the future of our country.

When I was a young man, I had a stutter. It infuriated me, not being able to always express myself. Every day, I sat in front of the mirror, and read aloud. I did my homework aloud. I read the Hardy Boys, and when I finished them I started up Nancy Drew (laughter) Oh come on, she's brilliant! I read the bible, and today I'm able to speak confidently.

That's why it's so important to me. This election. I can be a voice. I have worked, and will always work, for everyone in the country. I will make sure you have a voice, just like I made sure I had a voice.

When we raise the minimum wage, hardworking people just like you will receive a raise that puts more money in their pockets and more money into the economy. This isn't just a raise for the hardworking poor. This is a job creation program. More money in the economy means more demand, and companies meet that with new jobs. New jobs puts even more money in the economy. We're going to propel this economy forward to the New American Century.

If Rudy Giuliani is President, our economy will continue to sputter along. But can we even be sure our tax dollars will go towards the right things? He made corrupt political appointments as Mayor, and hundreds of thousands of dollars were stolen from New York's taxpayers. I don't trust this guy to do pinky promise not to do the same in the White House.

This is an important choice in November. Polls show almost sixty percent of America is very excited about this election. That's a tribute to our campaign for the everyman of America. That's a tribute to you, your passion and patriotism and your recognition that decisions are made by those who show up!

So show up! Vote! Vote for Biden/Lincoln!"

TV/Radio Ad: Pocketbook

JOE BIDEN: They call it a pocketbook issue.

ONSCREEN TEXT: "Raise the minimum wage"

JOE BIDEN: But it's important to me.

ONSCREEN TEXT: "Affordable healthcare. Affordable peace of mind."

JOE BIDEN: That's why I'm running for President. I know the struggles you face, and I've been a fighter for people who don't normally have a voice in Washington. I'm going to make sure that the workplace is a level playing field for everyone, and that hard work is met with a fair wage. Nothing is more important for our economy than putting more money in the pockets of consumers, through rewarding innovation, higher wages, and support for the single mom and the stay-at-home mom.

In the Senate, I championed campaign finance reform, equal and fair pay, and challenged the big corporations that finance my opponent. I won't stand by and let Wall Street bankrupt Main Street. I'm Joe Biden, and together, we can get this job done.

TV Ad: Pay-For-Play

FEMALE VOICE OVER: Now more than ever, Americans need someone who's looking out for their voice in Washington.

Giuliani's cronies as mayor accepted perks including a taxpayer-funded taxi service. Just this month, one of his appointees as Mayor plead guilty to lying under oath and receiving a vehicle purchased with $38,000 of New York's taxpayer money.

It's the the tip of the iceberg.

Giuliani appointed his best friend's son, Russell Harding, to the Housing Development Corp. He was indicted in March 2003 for defrauding the city of hundreds of thousands of dollars. And according to Harding's correspondence: this was par for the pay-for-play course:

IMAGE: [Clip of Harding's correspondence released in 2002]: "My dad is always helping the mayor with projects for money making ... And the mayor is always helping my dad as well ... he had my dad go over some contracts a while back about a company taking over the airports here ... so not only in the long run will the mayor profit from it ... but my dad already has with doing the contract ... they both have a watch each other's back thing going."

Highlighted text, read aloud by male voice over: THE MAYOR IS ALWAYS HELPING MY DAD
NOT ONLY IN THE LONG RUN WILL THE MAYOR PROFIT
MY DAD ALREADY HAS
THEY BOTH HAVE A WATCH EACH OTHER'S BACK THING

IMAGE: [Clip of Harding's correspondence released in 2002]: "Trust me ... it makes perfect sense for the line of work my dad is in ... as well as with my job ... we all help the mayor and he helps us."

Highlighted text, read aloud by male voice over: WE ALL HELP THE MAYOR AND HE HELPS US Paid for by the ACLU & League of Integrity Voters

Surrogate Schedule-General Wesley Clark

September 10, 2004

Speech in Sylacauga, Alabama

While most of us in Senator Biden's campaign don't believe Alabama will be competitive, a fifty-state means making an effort in all fifty states, no matter how far out of reach they are, or how distant they appear to be to be. And who knows, maybe in November a miracle will happen, and we'll carry Alabama.

GOTV in Weaver, Alabama

GOTV in Glencoe, Alabama

Speech at Congregation Beth Israel, Gadsden, Alabama

I know that many of you are worried about Senator Biden's stances on Israel. Senator Biden supports an Israeli state, and believes that the people of Israel who have for years tried to live peacefully with the Palestinians are under no obligation to continue to do so. Their self-control and high military morality, should make their nation and military the envy of the world. Senator Biden believes that wherever Israel deems its capital to be, then that the American embassy should be, and Senator Biden believes outside forces, threatning Israel, like Iran, need to be stopped before they acquire nuclear weaponry or energy, as the Ayatollah has made it clear that after Israel, the US is the next target. In many was your worries about Senator Biden are unfounded, he has and he will back Israel, just as the Presidents before have.

September 11, 2004

Attend 9/11 Memorial at Fort Knox, Kentucky

September 12, 2004

GOTV in Ekron, Kentucky

GOTV in Laconia, Indiana

GOTV/Talking Points
Tom McMahon & Bruce Reed

GOTV
The campaign's volunteer model is going extremely well. In Ohio, for example, there are so many volunteers that neighborhood teams have been broken up into smaller areas of land. The average event hosts 16 volunteers, including house meetings, phone banks, voter registration events, and canvassing.

Phone banks report an average 22% conversation rate, and canvassing has hit an all-time high of 29%. Each home canvassed without a conversation is let with literature about Biden/Lincoln.

What is most interesting is the number of return volunteers. 55% of our volunteers have attended at least two prior event. Election research has shown that volunteers at their third event and on are more persuasive than paid volunteers.

All voter interactions are carefully reported by data entry volunteers. This will drive our turnout game in October , early November, and on Election Day. We already have reached over 500,000 voters who indicated they were undecided since the beginning of September. Those voters will be targeted by canvassers and phone bankers later on, to determine their status and encourage them to vote. The phone banks will also serve a GOTV purpose for the Democratic base. Lists will be printed where the volunteer has the voter's early voting location in front of them during the call, and the calls will push the "plan" model; research shows that making a plan to vote (i.e., "I will leave for work half an hour early to vote," "I will vote on my lunch break," "I will take a route home from work that takes me past my voting place"), people are ten times more likely to actually vote.

The volunteer base is also an active part of the campaign's advance team. Volunteers are at every event, both with the purpose of registering voters and with "All In With Biden" cards, which supporters are asked to fill out to show their support for Biden. These cards are entered into the GOTV data base, to ensure these people get to the polls in November. These cards also let people choose which issues are most important to them, if they want to get e-mails from the campaign, and if they want to volunteer. The issues part of the card helps the Field team, on a state-by-state basis (or even region-by-region) determine which "chapters" of the campaign would be popular and drive more volunteers out  to events(i.e., "Catholics for Biden," "LGBT for Biden," "Veterans for Biden," "Women for Biden").

Talking Points
The volunteer base has strongly pushed the message that Senator Biden is a man of the average American, and that vote for him is a vote for their voice having a place in Washington.

Talking points on healthcare include his goal of universal coverage, no discrimination against patients with pre-existing conditions, and on education, making sure colleges spend tuition money on a student's education, and taking out the middle men and giving students fair interest rates and flexible repayment options that the banks don't provide.

Surrogates will also push Senator Biden's promise to be a voice of the everyman. On news appearances, criticize Giuliani for being corrupt and quid-pro-quo as Mayor, citing the cases of Richard Roberts & Russell Harding. Be wary of over-explaining. The point is to make it about Giuliani's corruption and paying back friends with nepotism and overlooking the corruption of his appointees. Giuliani has refused to acknowledge his failings. Some at Biden for America were expecting another primetime address. But the more he ignores, the more you can knock him for being aloof and out of touch and overlooking/tacitly allowing the corruption of his appointees. It is obvious it is Giuliani's belief that things like this are okay, or else he would be mad as hell. Or else he wouldn't have appointed his friend's son to a job. Or else he wouldn't have given that same friend city work on the sly.

This is still a campaign of ideas and incredible promise for America. While Americans need a clearer picture of the choice they have, surrogates should make sure to exude the campaign's widespread proposals. Voters should always be left with the true impression that this man has ideas and the drive to get things done.

People responded positively to the rhetoric of Biden/Lincoln's "ROAD TO BOSTON" tour, particularly the contrast of Senator Biden and Lincoln being hard workers for that state who gave real people a voice in Washington. That contrast, of Giuliani upholding policies that prop up big business, refusing smart regulation that would prevent a new ENRON (bring up ENRON this way because everyone knows it, it makes a clear impression). This contrast is key and should be pressed in all remarks.

See you on the campaign trail,

Bruce Reed & Tom McMahon, Biden for America

Giuliani Campaign Talking Points/GOTV (September 10th-18th)

The campaign is doing well, our numbers are up, fundraising hauls are getting bigger, and the turnout at events is through the roof. These are all because of the excellent efforts on the ground by volunteers and surrogates. Keep it up, victory is in sight!

Volunteer Talking Points:
Senator Biden has been playing dirty, using the DNC and Senator Lincoln to sling the dirtiest mud Presidential elections have seen in a long time. Spiteful. Angry. Aggressive. These are not terms one wants applied to their President, but all of them apply to Senator Biden easily.
The Senator has also been trying to portray himself as an average American who can relate with the factory workers and middle-class voters. This simply isn't true. The Senator comes from wealth, being born into an oil family, and has a long history as a Washington Insider. He's spent more than three decades in the Senate, long disconnected from the constituents he claims to represent.
Vice President Giuliani stands in stark contrast from the Senator. His father had trouble holding a job, and he had to support himself through college and his early adulthood. The Vice President is a much better example of an average American than Senator Biden.

Surrogate Talking Points
Senator Biden is a hypocrite. He now rallies against the Iraq War but in 2002 he voted for it. He wants us to cut out of Iraq, undo all the advances our sons and daughters worked hard to make, and let Al Quaeda and Islamic Extremists take back Iraq. This is a dangerous policy that will show the world America is something it isn't - weak on terror.
In the field of healthcare, the Senator is wrong again. He wants to push towards universal healthcare coverage, a noble attempt that he is going towards by the wrong means. Vice President Giuliani will bring in doctors from across the nation, experts in all area of healthcare, and form a policy that will provide the greatest quality of care for all Americans, their children, and the elderly. Forming a policy without the input of doctors and healthcare providers is pointless.
The border must be secured. This is a basic principle of the Vice President's campaign, one which the Senator has failed to address. The Vice President will increase the number of border patrol agents across the border, as well as support the double-fence proposal along the border. This is only have of the solution. We must also simplify the process of becoming a citizen by legal means, so that there is not a need to immigrate illegally. Deportations of those who come to America illegally must also be pointed in a new direction, so that the children of those who come illegally are not punished for the missteps of their parents.

Thank you,
Mary Matalin and Karl Rove,
Campaign Director and Chief Political Strategist

OOC: I have been thinking about the debate...since we can't effectively have a "time limit" for answers here, perhaps we could agree on a word limit for answers? Something like 400 or 500 words? Or is that too much...

Anyway, we can all use this website to count the words in our answers: http://www.wordcounttool.com

Giuliani Campaign Ad, running in the following states

A Time For Choosing
My fellow Americans, our nation is at a cross roads. We have two options - prosperity and security or distress and danger. We can be safe in our homes, or we can live under the fear of Al Quaeda. We can stand up to terrorists, or we can let them win. We can really fix our broken immigration system, or we can spew talking points. Only Rudy Giuliani is prepared to keep America on the right path - the path laid down by Thomas Jefferson, Abe Lincoln, Dwight Eisenhower, Ronald Reagan, and George Bush. Paid for by the Committee to Elect Rudy Giuliani.

Surrogate Schedule- Governor Tom Vilsack

September 10, 2004

GOTV in Ogden, Iowa

Speech at Pufferbilly Days Festival, Boone, Iowa

Senator Biden is the most devoted individual to improving our travels, be it by land, by sea or by air that I have ever seen. He's the one who has shown us that in a post 9/11 world, we can stop terrorists and search for items that do not belong on a plane, more cheaply and efficiently than we do now. He's the one pushing for increased funding for Amtrak, and treating it like it is, a way for people to get from point A to point B, rather than a shiny toy. And he's the one who believes there is more to do to make motor vehicles safe, and is willing to punish car manufacturers for deliberately not doing so.

September 12, 2004

Speech in Story City, Iowa

One day, us Iowans need to realize that we need to share the spotlight with other states when we nominate our Presidential nominees. The reality is Iowa reflected an idyllic America, one that just isn't realistic, and besides if we move back behind other states in 2008, people will miss us even more. This isn't a Republican thing, or a Democratic thing, it's a common sense thing.

Last month, I was listening to Michelle Obama, she's our Senate Illinois wife, talk about how she wants to curb America's intake of unhealthy food like the ones sold in this shop, and I thought to myself, "we don't have a problem that bad, do we?". Then I looked at our obesity rates, and I realized that it's not just a problem, we're walking off the edge of a cliff, and if we don't do something now, our country might just eat itself to death, which is why implore whoever is elected, be it Biden, Giuliani, Kucinich or Johnson, to do whatever it takes to end this crisis.

GOTV in Conesville, Iowa

Speech in Muscatine, Iowa

In many ways Russell Harding truly is the tip of Rudy Giuliani's corrupt City Hall. Take a close at his last Police Commissioner, Bernard Kerik. He's been rumored to have taken bribes, failed to report earnings (and said bribes) on his taxes, and quite a few other crimes, none of which have unfortunately been proven to this point. If that isn't enough for you, how about Vice-President Guliani's support of the Police Officers who shot Patrick Dorismond, Amadou Diallo, Gidone Busch, Nathaniel Gaines, and Anthony Baez, all of whom were unarmed at the time!

Speech at the MARK of the Quad Cities, Moline, Illinois

For a former prosecutor Rudy Giuliani seems to like criminals a bit too much. He's supported the racist actions of Bernhard Goetz as U.S Attorney, and he's supported the (White) officers who killed unarmed Patrick Dorismond and Amadou Diallo as Mayor of New York City! And of course there are the various members of his Mayoral Administration that have been arrested in the past few years...
