Finally something that doesn't involve the South or guns...

Anyway, per the new Scott-Yankee Memorial Budget Process Act of 2022, authorization bills must be passed separately from budgets. The authorization bills prioritize the administration's goals and also modify existing legislation (such as redirecting transportation funds to bolster the number of truckers to alleviate the supply chain crisis).

I urge the Senate to pass this legislation, and set a new precedent for the budget that my successor will do once again in April.

Actually, I did not quite envision the "authorizations" bills being a separate thing but I am fine with going this route as a way of modifying legislation if the administration so desires etc. I would also note that such does not substitute for the budget proposal due in April, that functions as the appropriations. It was actually there where I anticipated the "selection of priorities" by the administration to occur. 

Section 2: Definitions
1. Fiscal Year: Fiscal Year shall be a twelve month period from October 1st until September 30th of the next calendar year.

2. Budget: A piece of legislation that shall be passed each year by October 1st, for the fiscal year commencing that date, functioning as an omnibus appropriations bill.
 
3. Authorizations: Any spending that is mentioned or included in laws other than the budget.

The authorizations bill will be reintroduced if this vote fails. Senators had ample time to debate and submit amendments and the failure of this body to properly deliberate on this very important part of the budget process is another stain on what the Senate has become.
