That's what he meant. And frankly if you want to get technical, your insistence on strict terminology doesn't make much sense either. If we want to get really technical "liberals" in the political-philosophical sense are basically the entire non-socialist non-theocratic American political spectrum.

Most people seem to know nothing about socialism. You have people who think it's a synonym for authoritarianism and then you have other people who think it's an ideology that revolves around everything left-wing. It is an economic ideology, not a style of governing or position of foreign policy. You can have socialists that are far-right on social issues and foreign policy, but capitalists who are left on social issues and foreign policy.
