Yes. The resolution vacates the seat and notifies the Governor of NY to fill the seat as drawn for the 2022 elections. It's too early to leave the seat vacant under NY law until the GE.

The Parties select candidates for specials like this in NY, no primary, so the Dem nominee will be Suozzi.

Yes, probably in February, but there won't be primaries and the local party chairs will pick the nominees. I trust the Nassau GOP (who have been on a major hot streak otherwise) has learned their lesson about properly vetting their candidates.
