what's the worst that can happen?  Extremely dangerous viral agents too, there's no way an individual could do anything worse than the state is already doing.  In fact, the individual possessing nuclear weapons could help check the state.

Obviously. How can I be part of a well-regulated militia if the government can just nuke me? I and my comrades fellow loyal countrymen have a right to any and all weaponry, to overthrow the government if it turns bad.

I think what we should do is work towards abolishing all nuclear weapons. The presence of nuclear weapons is a grave threat to the survival of civilization. Nobody should be able to own them, especially the State who has the power of mass force and coersion.

what? It'd be impractical for an individual to own certain delivery systems - such as an ICBM if they want to send their warhead across the world within a few minutes - but I don't see how owning a warhead itself is impractical at all. Hence all the fears about nuclear terrorism.
