Senator McCain's victory is assisted by his own 'maverick' appeal which helps in states such as Maine, Wisconsin, Oregon and Michigan. Although McCain's maverick image helps win voters in those states, it also alienates voters belonging to the voting block known as the Religious Right in the South due to his comments regarding Falwell. Thus, if such a scenario was to have occurred in RL 2000, I would expect a lower voter turn out in the South and in general.
