Yes it was, and MasterJedi's response is indicative of the overall debate on the issue. Some people wanted to solve a real problem and others just wanted to a throw a fit an oppose it.

This Amendment is yet another in a long line of examples (it seems to become almost every single Amendment now that at one point in it's ratification has 60% or near 60% support but technically fails) of how our ratification system is totally screwed up, yet the obstructionists continue to oppose such common sense reform.

Yes, because we all know all votes are final once a specific threshold is met.  There's no reason to wait until the vote is final and everyone who wants to vote votes.  Why not just make sure uber-liberals vote first in each region, then claim it once had 100% support - ergo, it should have passed?

Please cite ONE example of a proposed amendment that has received 60% support at the end of the vote yet failed.  ONE - something you proponents never did while that amendment was up for a vote.  Yet you blame "the obstructionists" for your inability to successfully argue for your proposed amendments.

Well, amendments should be VERY difficult to pass just as they are IRL. A conservative amendment would be easy to kill as well, as the Pacfic and one of the MW or NE would likely reject it.

In this case a regional vote makes sense. The DS, the only region with the death penalty at the moment I believe, is protecting their rights to make their own decisions as a semi-sovereign body. I won't debate the merits of the amendment, but its failing due to the system makes some sense in this instance.
