     Under the first proposed amendment, yes. However, under afleitch's amendment, it would have passed overall having passed in 3/5 regions.

No constitutional amendment should be easy to pass, 2/3 at least should be needed, not 55%

2/3 would be acceptable, if the use of regions as counting units was done away with.

The reason is that the present system makes it more or less impossible for voter fraud to be prosecuted via IP checks.
