Jesse Helms consistently got a 100% approval rating from the American Conservative Union for his votes cast in the Senate for 30 years (except for his very first year - 1973 - when he got 96%).

Jesse Helms was more right-wing across the board, while Goldwater was always a bit of a libertarian. So "conservative" in the sense of being resistant to change and being highly defensive of existing social structures, probably Helms. But "conservative" in the sense of the American political ideology that emerged in the 1960s, I don't see how you could give that title to anyone other than Goldwater
