How about abolishing the role of the Regions in federal politics, but not strictly speaking abolishing the Regions themselves (or of the right to form Regions or whatever).

The way this constitution is set up does not abolish regions in the long term.  There is simply no mention of regions.  The way I have written it is that regions or even individual states can apply for charters to the national assembly.  If approved, those places where the charter takes precendent make regionlike law.

Were are voting to amend Article VII, Section 1, Clause 4 as follows:

The first election of the National Assembly shall be in the first April following the ratification of this constitution, and the first first session of the National Assembly shall last only two months.  The next election and session of the National Assembly shall revert to the normal system as described in Article I.

Could we get some votes on this?  I'd like to get a final vote by the time the elections are over.

Maybe you should try to use your position (for the limited time that you now have it) as a bully pulpit to make that point clear?

The amendment passes.

I propose the following:
To add to Article IV, Section 2:
17. The right to life of any person shall not be infringed as punishment for criminal behavior.

Change it to "The right to life of any person shall not be infringed as punishment for criminal behavior and shall be protected from conception until natural death." and I will support this.

Frankly though, I would prefer to just vote on final passage and get this thing over with.

Neither the original amendment nor Brandon's amendment shall have my support, and not just because I support the use of the death penalty when appropriate.  I remind this Senate that this proposal is not required to effect a change in the form of government.  Introducing changes unrelated to that will reduce the chance that this constitution will be approved.

I would have to agree with Senator Ernest. Debating issues like capital punishment is something that is much better to be decided after the Constitution is in place than during the original debate on it. I hope that this isn't some sort of stalling technique on the part of those opposed to this constitution. We can concern ourselves with such non-structural issues after the official transition of government.

I am solidly opposed to the use of the death penalty as a punishment for criminal offences. However, I must agree with Senators Ernest and Wixted in what they have stated above, in so far as I feel it is more appropriate to leave amendments such as this, until after the Constitution is ratified, should that occur.

Only at the Federal level.  As far as I know, only the Southeast and Northeast have not abolished the death penalty, and the Northeast states rarely use it anyway.

No, I withdraw my amendment.

Hopefully after this attempt to stall the proceding and inject political bickerings into the process is ended.
