1. The title of this Act shall be the "Wage Fairness Act"

2. As it appears in this legislation, "non-exempt company" shall refer to any proprietorship, partnership, or corporation which employs persons to do work in Atlasia in a given fiscal year.

3. As it appears in this legislation, "employee" shall refer to any person employed by a non-exempt company to do work in Atlasia in a given fiscal year.

Section 2

1. No less than 60% of the net profits of any non-exempt company shall be set aside annually for distribution directly to the employees of that company in the form of wages, on an equal per-capita basis.

Section 3

1.  No employee of a non-exempt company shall earn a monthly salary equal to more than 300% of the lowest monthly salary paid by that company.

Section 4

1. This Act shall take effect immediately.

Be it enacted in the Congress of the Republic of Atlasia

An ACT

Section 1. Purpose

a. To acknowledge and take into account the principles of early childhood and youth brain development and, whenever possible, consider the concepts of early adversity, toxic stress, childhood trauma, and the promotion of resilience through protective relationships, supports, self-regulation, and services.

b. A school climate and school connectedness improvement committee shall be established.
i. The School Climate and School Connectedness Improvement Committee is established to advise regional boards of education regarding best practices for reduction of traumas related to adverse childhood experiences (ACES).

c. The committee consists of the following members appointed by the President:

1. two current school superintendents;

2. two retired school superintendents;

3. three current K-12 teachers;

4. three retired K-12 teachers;

5. four parents of K-12 students;

6. two school social workers;

7. two school counselors.

d. When appointing committee members, the governorPresident shall consider

1. geographic representation and appoint not fewer than six members who reside in communities that are rural.

2. representation across grade levels, appointing at least one current or retired teacher of students in each of the following:

(A) kindergarten through grade two;

(B) grades three through five;

(C) grades six through eight; and

(D) grades nine through twelve.

(d) Committee members serve without compensation and are not entitled to per diem.

(e) The committee shall meet at least once a year. Meetings may be held by audio or video teleconference.

(f) The committee shall organize regional and subject-matter subcommittees to address the specific needs of English language learners, vocational and technical education, special education, student athletes, and other subject matter the committee considers necessary.

Section 2. Establishment

a. Each school district in the regions shallmay develop a school climate and school connectedness plan to improve student, staff, and family relationships and establish connections and partnerships between district schools and local communities. The School Climate and School Connectedness Improvement Committee shallwill support districts that develop school improvement plans in plan development and implementation.

b. A district shall designate district representatives to coordinate with the committee and draft the district's plan. The plan must identify actions the district will take to improve school climate and school connectedness.

c. A plan may incorporate use of

(1) social and emotional learning;

(2) trauma-informed and healing-centered practices;

(3) instruction in cultural competence and alignment with indigenous values;

(4) multi-tiered support for behavioral intervention, including restorative practices that are nonshaming, nonpunitive, and effective in addressing conflict and repairing relationships;

(5) methods for reducing racial disparities, disproportionate behavior responses, and suspensions or expulsions.

The designation of military areas in any region or locality shall supersede designations of prohibited and restricted areas by the Attorney General under the Proclamations of December 7 and 8, 1941, and shall supersede the responsibility and authority of the Attorney General under the said Proclamations in respect of such prohibited and restricted areas.

I hereby further authorize and direct the Attorney General and the said Military Commanders to take such other steps as he or the appropriate Military Commander may deem advisable to enforce compliance with the restrictions applicable to each Military area here in above authorized to be designated, including the use of Federal troops and other Federal Agencies, with authority to accept assistance of state and local agencies.

To provide for the construction of social housing



Be it enacted by the Senate of the Republic of Atlasia assembled

Section 1. Title

1. This act may be cited as the Social Housing Act.

Section 2

(A) National Housing Construction Program.—

(1) AUTHORIZATION OF APPROPRIATIONS.—Section 8 of the Housing Act of 1937 (42 U.S.C. 1437f) is amended by adding at the end the following new subsection:

“(1) IN GENERAL.—There shall be appropriated $95,000,000,000 for each of fiscal years 2023 through 2033 for annual contribution contracts for assistance to cover the development costs for new low-income housing units that meet the following requirements:

“(2) REQUIREMENTS.—

“(A) LOW-INCOME HOUSING.—All units funded with amounts made available pursuant to this subsection shall comply with and be operated in compliance with all requirements applicable to low-income housing and the requirements of this subsection.

“(B) REGULATIONS.—The Secretary of Internal Affairs shall issue regulations to ensure, to the extent practicable, that units funded with amounts made available pursuant to this subsection comply with the following:

“(i) USE.—Notwithstanding any provision of this Act, such units shall be operated as low-income housing during the entire useful life of such dwelling units and may not be sold or otherwise alienated by the housing agency receiving such amounts during such useful life without first recording restrictive covenants binding future owners to the requirements of this act and regulations promulgated there under.

“(ii) LOCATION AND ACCESSIBILITY.—Such units shall be located in a manner that complies with standards set by the Secretary to ensure proper integration of housing and public transit and ensure that residents of such units have access to sufficient transportation options. Standards should ensure that such units should be integrated with public transit and vehicle alternatives such as walking and biking and should accommodate differences between a transit hub in a town or reservation compared with a large city.

“(iii) ENVIRONMENTAL STANDARDS.—Such units shall comply with NEPA and such standards as established to ensure such units are designed, built, and operated according to the highest possible environmental standard, with a focus on minimizing energy costs and achieving carbon neutrality.

'' (iv) CONTRACTION REQUIREMENTS.--Where possible, the Department of Housing and Urban Development must use contractors and require the use of materials local to the location of the housing units providing this can be done at no unreasonable extra cost or no lower standard as defined in clause iii of this section.

“(iv) TENANCY RESTRICTIONS.—A low-income housing agency receiving assistance made available pursuant to this subsection shall not refuse to rent a unit developed with such assistance or otherwise discriminate in the rental of such a dwelling unit based on an individual’s criminal record or immigration status.

“(v) ANTI-DISCRIMINATION.—A low-income housing agency receiving assistance made available pursuant to this subsection shall not refuse to rent a unit developed with such assistance or otherwise discriminate in the rental of such a dwelling unit because of the race, color, ethnicity, age, disability status, family status, sex,sexual orientation, or gender identity of any person.

“(vi) APPLICABILITY OF EXISTING LAW.— A low-income housing agency receiving assistance made available pursuant to this subsection shall comply with all other existing federal laws and regulations governing accepting federal funds low-income housing and fair housing.

''(C) ALLOCATION.-- The Department shall invite Community Housing Development Organizations (CHDOs), regions, states, and municipalities to submit applications for low-income housing construction in locations under their jurisdiction.
