France is please to announce a treaty ending the great eastern war has been signed:

Treaty of Warsaw between the Ottoman Empire, the Republic of Russia, the Holy Roman Empire, the Kingdom of France, the Kingdom of Scandinavia, the Kingdom of Prussia and the Iran Shah

1)   Ukraine and Crimea are ceded to Russia.
2)   These polish territories are ceded to Russia.
3)   Romania becomes fully independent under a member of the Bourbon family (OOC : either Xavier and if he refuses Augustus Francis)
4)   It is always agreeed that :
-   Serbia becomes autonomous with the first monarch being appointed by Austria.
-   Bulgaria becomes autonomous with the first monarch being appointed by Prussia
-   (Greece + Cyprus) becomes autonomous with the first monnarch being appointed by Scandinavia. Additionnally, on Cyprus there will be a naval military scandinavian base.
-   Autonomy means : these territories are still part of the Ottoman Empire. However the country has broad domestic powers.
5)   Rhodes is ceded to Scandinavia.
6)   The second map represents the territories annexed by Persia. Additionnally autonomy will be granted to the Alawites and Rashidis. Freedom of worship is granted as well for the Yemeni Zaydis. (Spamage please don’t forget autonomous lands for Alawites and Rashidis, I have no clue who they are and where they live). Zaydis will be able to go back home without persecution.
7)   Soudan is ceded to Scandinavia
Cool   Ottoman sovereignty on Egypt is confirmed. The Suez Canal will be reopened and be administered jointly by the Kingdom of France and the Archduchy of Austria.
9)   The Russian President is declared as Protector of the orthodox christians :
-   The Ottoman Empire recognizes freedom of worship of all of its orthodox subjects. If the orthodox subjects start being persecuted in any way, all the signatories recognize the right of Russia to intervene until this persecution ends.
-   The Ottoman Empire will not try to do anything that would put under jeopardy the autonomous statute of the newly christian autonomous kingdom. If anything is done to put an end to this autonomy, they would become independent.

Concerning the Treaty of Warsaw

His Majesty congratulates the signatory parties to the Treaty of Warsaw over their swift achievement in ending the so-called Great Eastern War, and, in doing so, for removing or lessening the yoke of Ottoman rule over the many peoples and nations of the Balkans. His Majesty also extends sincere personal congratulations to Her Majesty, the Queen Mother of France; and His Excellency, the Russian President, respectively, for the skilled French diplomacy, and the remarkable and inspiring success of Russian military efforts.

The Kingdom of Quebec, though not a signatory to the treaty nor otherwise involved in the recently ended conflict at hand, recognizes the Treaty of Warsaw, as well as the independence of the Kingdom of Romania and the newly gained autonomy of the Kingdoms or Principalities of Bulgaria, Serbia and Greece. We salute these nations over their new birth of freedom, with the consent of the eventual new monarchs and their respective governments, it will be our pleasure to open embassies and consulates in their designated capitols, as well as to formally receive their own diplomatic envoys should they wish to send them, at such a time in which the inexcusable British blockade is finally lifted through any means necessary.

Alhough the ongoing blockade threatens not only the New World, but Europe itself, we remain defiant and confident in success in our own collective struggle alongside our allies, and look forward to the day in which Quebec may be able to trade and engage with the new nations of Europe.

Let there be no mistake. A British victory on this war will take this continent and all of its peoples back into the past. Proclamations from His Majesty

The Cartier Plan - Implementing the Sacred Union

Following the issuing of the Union Sacrée proclamation, which shall be thoroughly distributed and published across the Kingdom to every town, city and community - as well as every army unit -, His Majesty King Henry will propose to the Government and to Parliament the implemention of an ambitious  strategy to marshal Québec's human and natural resources, face the consequences of the blockade, and assist the war effort while curbing unemployment. The Cartier Plan, which shall be compatible with the 1871 agenda of economic development, calls for the following:

-The establishment of the Québec War Board, a government body involving His Majesty the King, the Prime Minister, key government ministers, representatives of industry, commerce and workers, the Chief of the General Staff and the Quartermaster General. The War Board will work to allocate resources, coordinate industrial and economic efforts, and deliver propaganda.

-The firm rejection of price controls as a counterproductive measure.

-The establishment of temporary rationing regarding imported goods made scarce by the British blockade, to be lifted as soon the blockade comes to an end. Goods and resources which are ample in their availability across the Kingdom - including coal stocks and foodstuffs - will not be subject to rationing, for the benefit of the people. The Royal Family will also take part in rationing, and will drastically lower its expenses for the duration of the war.

-Industries hit hard by the blockade - and/or otherwise collapsed - will be temporarily re-purposed for the war industry until such a time in which they can resume normal operations. Through the combination of private and public capital, these industries will be shifted toward producing war goods and supplies, maintaining and, whenever possible, increasing their hired labor to combat unemployment.

-Unemployed citizens not enlisted in the army will be encouraged to join the National Guard or the Pacific Gendarmerie, receive basic military training, and take over garrison or patrol duties within Quebecois soil whenever necessary.

-Immigrants will be encouraged to enlist in the army, under the promise of citizenship and land upon the end of their service.

-Artists of all kinds will be encouraged to work with a new Propaganda Department subordinate to the War Board, producing posters, newspapers, songs, and any such other works to lift the spirits and raise morale within the army and population.

-Trade with the allied nations - New England, Mexico and Louisiana - will be encouraged and expanded whenever possible.

-Despite the current difficulties associated with large-scale Pacific trade, spare funds will be invested in expanding the capabilities of Roquefort and Honolulu as trading hubs in a long term effort to increase and promote shipping across the Pacific to friendly or neutral ports.

Submitted by His Majesty the King to the National Assembly on March 1, 1873

1. There is hereby established His Majesty’s Banking and Currency Office (HMBCO). The HMBCO will be lead by a Director-General, appointed by the Crown on the advice of the Prime Minister, who shall serve for a term of 10 years, renewable no more than twice.
2. The HMBCO shall have the authority to conduct an audit of all banks and credit unions within the United Kingdom and assess them on:
A. Their amount of assets under management,
B. Their amount of loans currently issued,
C. Their ability to pay their debtors, and
D. Their ability to adequately serve their local community.
3. Any bank or credit union found to be severely deficient in any two of A, B, C, or D will be assumed and directly managed by the HMBCO for a period of not more than five years to correct the deficiencies and set the institution on a correct path. If an institution cannot be corrected within the five year period, it will be closed and it’s assets absorbed by the Treasury.
4. The HMBCO will establish, develop, print, and mint, a single, uniform, national currency backed by solid assets, either gold, silver, or both, as determined by the Director-General, and will enforce the usage of said single, uniform, national currency no later than three years after Royal Assent is issued for this act.
5. The HMBCO will always hold such solid assets as is necessary to support any denominations of currency printed or minted.
6. Any citizen may provide any printed currency to a HMBCO office and receive in exchange the appropriate amount of solid assets at the exchange rate determined by the Director-General through an act of the National Assembly.

1873 Midturn Update

The Post-Warsaw Order
New Age in the Balkans

   Conscious of the crisis facing Europe, 1873 saw the Habsburg Monarchy, France, and Prussia enter into talks in order to end the Second Great Eastern War and resolve the crisis at the Suez. It was only after extensive negotiations, occasional saber-rattling, and complex dealings that a final settlement was agreed. The Treaty of Warsaw, signed February 2nd, 1873, would witness a wholesale reorganization of the Ottoman world, the Sultan being left friendless as the European powers forced extensive concessions. What had started over questions about Romanian autonomy evolved into wholesale independence for that region, alongside autonomy for the Serbs, Greeks, Bulgars, Alawites, and Rashidis. Ukraine, Crimea, and a portion of eastern Poland were also unilaterally ceded to Russia, another development in the centuries-long struggle between the two powers for dominance in the Black Sea. Iran too would take concessions, gaining the eastern coast of Arabia and control of the eastern bank of the entire Euphrates.
   The great powers wasted no time in organizing the new autonomous regions of the Ottoman Empire. Granted the right to name the new princes, the royal families of France, Scandinavia, Prussia, and the Habsburg Monarchy scoured their ranks in order to place kin on these newly-minted realms.
   Augustus Francis de Bourbon-Aquitaine, a member of one of the cadet branches of the French Royal family and the first cousin twice removed of King Louis XX, was named King of Romania. Although the title had been offered to Prince Xavier, he had refused, remarking he had no interest of ruling “a backwards, alien land awash with uneducated serfs and a barbaric tongue.” Augustus, the 67-year-old second son of the late Duke of Aquitaine had expected to inherit little. With the offer of a crown, he shared none of his cousin’s derision for the new realm. Welcomed by cheering throngs in Bucharest, he was crowned King Augustin I of Romania on May 6th, 1873. He was welcomed into the Romanian Orthodox faith, though his wife Queen Simplicie refused to convert and remained at Versailles rather than making the journey to Bucharest. Many noted the extravagant ceremonies of the new monarch, who seemed set on enjoying that prestige and wealth that he had been denied by family circumstance.
   The Crown of Serbia was left to the Habsburgs to fill. Emperor Charles VIII did not have to look far to find a relative, naming his brother Archduke Maximilian von Habsburg-Lothringen as the King Maksimilijan I. Maxmilian and his wife Infanta Maria de Bourbon of Spain entered Belgrade on April 15th. Baptized into the Serbian Orthodox Church, the new King and Queen were crowned on April 22nd, 1872. Maximilian would be immediately popular, making an effort to learn the language of his subjects and having his young children watched by Serbian nursemaids.
   Prussia was given the right to name the new King of Bulgaria. Like Emperor Charles, King Frederick IV chose to keep the title in his close family. Prince William Henry of Prussia, the King’s younger brother and veteran of the Prussian Army, was named King Uilyam Khenri I of Bulgaria. With no established government, historic Tarnovo was chosen as the capital of the new kingdom. King William Henry immediately made common-cause with the Bulgarian nationalists, pledging at his coronation to uphold the “natural and historic supremacy of the Bulgars in the Balkans.”
   Finally, in historic Greece, the title of King was left to the choice of Queen Catherine II. As the last surviving member of the House of Oldenburg, and with a Hanoverian heir, the Queen was left in a bit of a bind, unable to name a close relative like the other powers. Yet, the Scandinavian Queen was crafty in her own right. An educated and well-known Scandinavian nobleman Henrik Jørgen Huitfeldt-Kaas was offered the title King of Greece, under the condition he marry Queen Catherine’s cousin Josepha of Hesse-Darmstadt (excluded from the line of Scandinavian inheritance due to her mother’s illegal marriage). Huitfeldt-Kaas, an avid historian, was enthusiastic about ruling such a historic realm. He agreed to Catherine’s conditions, marrying Josepha, who was nine years his junior. Huitfeldt-Kaas arrived to Athens in May 1873. Unlike the other sovereigns, he would take a new regnal name, being crowned King Constantine I of Greece in Athens alongside his wife. The royal couple would welcome a son, also named Constantine, in November of 1873.
   Whereas the newfound autonomy of the Balkan principalities was celebrated by those groups that received autonomy, the mood in Istanbul was far more somber. The Ottomans had been one of the preeminent great powers, any whispers of decline in the eighteenth century silenced by their triumph in the First Great Eastern War. Yet, with the Treaty of Warsaw, the state found itself humiliated. Great despair and anger filled the capital. While there was frustration directed at Sultan Murad V and his cabal of advisors, true hatred was directed at Prussia, France, and Austria, who had so outrageously intervened in Ottoman domestic policy without cause. It was one thing to make concessions to the Russians, who at least had the courage to stand in the field and fight, another thing entirely to have to satisfy the demands of the noncombatant vultures to the north and west. Austria, in particular, was seen as having betrayed its historic cooperation with the Ottomans during the First Great Eastern War. Cooperation by the government with France, in the aftermath of the treaty, has grown quite unpopular among the Sultan’s subjects.
   While the Sultan retains his authority, there was new calls for representative government or some sort of internal reforms. Even democracy has been openly broached. With the treachery of the various minorities, some in Istanbul have called for the jettisoning of any pretense of representation for other minority groups, demanding the Empire reform into a Turkish-Arabian federation. The military, which had so mismanaged the invasion, has been viewed with public ire, a series of Ottoman generals falling to the assassin’s bullet when news of the Treaty became public. Some fear the Sultan may be next should there not be serious moves undertaken to stabilize the Empire. The ongoing headache in Egypt has not helped matters.
   While the Treaty of Warsaw demanded the return of Egypt to Ottoman rule, and the Scandinavians duly complied by evacuating the region, King Ahmed Urabi refused to allow himself to fall prey to reprisals. Even when the Scandinavians had left the region, he vowed to fight on in the name of the Egyptian people, garnering the support of the region. He took advantage of the power-vacuum to set up government in Asyut, as the northern cities of Cairo and Alexandria were deemed to be too vulnerable.
   5 French and 5 Ottoman divisions arrived to restore order and found the situation far more deteriorated than expected. Alexandria held out rather than surrender to the incoming French fleet, a secondary bombardment not yielding the surrender of that city. An all-out French offensive was necessary to seize it, but even then, the rate of attrition due to domestic resistance has been quite substantial. The Ottomans, who resecured the Nile Delta and Cairo proper have been met with similar local obstinance. As the halfway point of the year approaches, the French and Ottomans reentering Egypt are facing substantial local resistance as King Ahmed has called on the various European powers, especially Scandinavia, to live up to the promises to his people.
   Still, with the Scandinavian evacuation and the Treaty of Warsaw, the Suez has been reoccupied with little incident. Despite fears that renegades would seek to blow the canal, nothing has materialized. By May 20th, ships have begun to cross the Suez once more. Even with the resumption of trade, the extensive economic damage wrought on Europe will not be undone overnight. The financial headache and ensuing strain have brought great misery to that continent. It is no wonder France and Austria have cooperated in its administration moving forward.

Tensions Down Under

   Ever since the establishment of New Holland and Australia in the 1750s, the two polities have been serious rivals. Both see one another as intruders on their properly held continent. The two sides clashed when the mother countries went to war in the late 1700s. Later, the British took New Zealand, so the Dutch took Australia. The Dutch became independent, so the British clung to the mother country. In short, the culture of both regions has been as much about opposition to one another as it is about any sort of inherent group identity.
   Although the British were able to settle the far more hospitable west, a lack of true engagement has meant Australia proper has only seen growth in fits and spurts. It has a population of roughly 950 thousand, most British migrants preferring the American colonies to a distant desert outpost entirely across the world. New Holland, on the contrary, has a population of 1.2 million on the continent alone, excluding Java. The Dutch settlements are far denser, clustered in the arable regions of the less habitable west. Willemstad, the capital of New Holland, alone possesses a significant portion of the region’s population.
   Oftentimes incidents in this region pass without notice by the wider world, but the happenings of early 1873, given the geopolitical situation, would take on an outsized significance. Hercules Robinson, the governor of the colony of New South Wales, was assassinated in Sydney on April 3rd, 1873. Gunned down as he was leaving the office; his assailant was apprehended by his valet and the authorities incarcerated him. The man, seemingly mad, was a Dutchman Nils van der Lubbe. In his residence numerous pro-New Holland pieces of literature were discovered, including those espousing the “Unionist” ideology, which called for the conquest and unification of the whole continent. Needless to say, this outraged local British opinion. Local papers have raged against Peter Mijer and his government, branding it a racist, unjust, authoritarian regime.
   With tensions running so high, perhaps it was no surprise when a group of British settlers in the small community of Timber Creek, already apparently rivals with a New Hollander village nearby, crossed the border and engaged in a firefight with the Dutch villagers. The immediate cause was the alleged theft of some horses, though undoubtedly broader tensions played a role. Several local men were injured and one local elder was killed, causing outrage among the New Hollanders. One British corpse was found at the scene as well.
   Naturally the population of Willemstad has been outraged by the developments, even if it means overlooking the assassination of Hercules Robinson. The British too have been shocked, but they instead blame New Holland for amplifying tensions, ignoring that it was apparently the Australian settlers who started the fighting along the border. Although at the present peace has held, many have looked forward with unease about the rest of the year. Given London’s focus on the Atlantic, there is concern among some Australians that they very well could be on their own…

Bells ring out in Moscow, St. Petersburg, Kiev, Kazan, Smolensk, Rostov-on-Don, and now in Sevastopol, Minsk, and Odesa, where millions of Russians have been returned to the motherland. Thousands of Russians have gone into the streets in public displays of joy and celebration for the victory over the Ottomans. The Romanov humiliations have been entirely reversed. The white-blue-red tricolor is everywhere, draped down buildings, waved in the street, and posted in shop windows. The flag of the new Kingdom of Romania and the Principalities of Greece, Bulgaria, and Serbia are flown as well. President Suvorin declared a national day of celebration, declaring that gift baskets of eggs,  pretzels, bread, salt, and butter will be made available in major cities as a celebration of the victory in the war and relative economic abundance. At last, Crimea has been returned to fold, and the shield of the Taurida Governate upon the eagle of the Russian Republic is realized. The government has pursued a policy of religious toleration towards the Muslim Crimean Tatars and the Greek-Catholics of Ukraine, but Eastern Orthodox priests are already being seen in Crimea carrying icons and leading processions, with plans for a new cathedral to honor the fallen of the war in Simferopol.

President Suvorin spoke to the Duma, which overwhelmingly backed the Treaty of Warsaw, and where cheers for the President rang through the hall from all but the most hardline socialist deputies. Prime Minister Chicherin and the other Ministers could be seen in the front rows clapping and cheering President Suvorin.

Long live our Suvorin!

President Suvorin gave a brief address where he honored the courage and sacrifice of the Russian soldier, commended the chief Generals for their "magnificent victories" at Kiev and Kinichev, and he congratulated the news sovereigns of Romania, Serbia, Greece, and Bulgaria and promised eternal Russian protection for them and all the Christians of the Ottoman Empire. Suvorin thanked the Viborg Ally of Russia and new friend Scandinavia, and he thanked France and Prussia for their role in talks, and he declared that "the disgraceful and insulting European order brought about by Breslau is finally brought to an end. We have achieved victory and glory for our people!"
