Concerning the War

His Majesty congratulates the Allied troops of all four participating nations on their collective success fighting against British tyranny and aggression, having taken a decisive step towards the inevitable end of British colonialism within our continent. The successes of Belize, Memphis, New Cornwall, Queensbury and the Caribbean are a clear sign that the British threat can be contained and driven back, ending the mortal danger posed to Louisiana, New England, Mexico and Quebec alike.

His Majesty is also keenly aware of the economic strife caused by the inexcusable British blockade of North America, and the consequences that the public has experienced due to the callous orders from London. There will be extensive and far-reaching efforts undertaken to ease the economic effects and assist the people of Quebec. Though there will be temporary pain, we are confident of victory, and in victory we shall regain all that was lost and more.

Concerning North American Affairs

His Majesty congratulates the Kingdom of Mexico on the successful drafting and adoption of their  Constitutional Charter, a document which we hope will further guarantee their prosperity in the years to come. Likewise, we also congratulate the citizens of Louisiana on the recent General Election, as well as Prime Minister Mouton on his electoral victory. The domestic stability of Mexico, Louisiana, New England and Quebec is a testament to the strength of their respective peoples, monarchs and executives, and a sign of the collective prosperity of a continent that shall soar once this war is brought to a successful end.

Concerning the British Blockade

The Kingdom of Quebec condemns in the strongest possible terms the indiscriminate British blockade of North America, which, far from a simple war measure, is causing untold misery to thousands - if not millions - not only within a continent that has grown tired of British colonialism, but across the sea in Europe, where countless neutral nations suffer the severe consequences of unilateral British actions. We urge London to carefully reconsider and reverse this reckless decision, and end this inexcusable blockade before it is too late.

My fellow Louisianans,

I cannot stand before you and offer anything other than the truth: there are hard times ahead. The British have, through their own arrogance and false belief that they are the world’s superior people, brought a Great War to this continent, a continent that had known the Pax North Americana for decades. We did not want this war, we do not want this war, but the British rejected every diplomatic offer that was made.

I sent a personal envoy to the British King early last year and expressed a deep, heartfelt position that war was not in the best interest of the United Kingdom. The King rejected that envoy, ignored his words, and threatened our people with war. He claimed it was his right to use North America the way his people have viewed the world for centuries: his personal garrison, his own personal arsenal, his personal play thing. We could not stand by and allow the people of North America to suffer any longer.

I know the people of the United Kingdom, from Charleston, to New Orleans, to St. Louis, to Denver, to Liberia, to San Francisco, and our new brothers in Bermuda and Jamaica, all understand the cause of this war and lend their support to the men - brave young men - who will give their lives in this British war. This is why I am calling on all Louisianans to voluntarily begin rationing their goods - including food, cloth, oil, and metals - and donate anything they have spare to the war effort. Myself and the Royal Household will do so as well - we must all do our part. That is why I am halting all Royal construction projects and renovations for the duration of the war, and am directing the Royal kitchens to operate a food service for the local unemployed in New Orleans. We are all in this together; we will rise as one people or fall as one people.

I am also asking all able bodied men of fighting age to take up arms against the British occupiers and help our Royal Army liberate our American brothers. Recruiting stations will be established across the United Kingdom for men, between the ages of 16 and 55, to join The Home Guard. The Home Guard will serve with the special task of defending and protecting lands as the Royal Army advances. You will be the defenders of democracy, ensuring the British do not creep back in and poison us from within. All members of The Home Guard will receive half a soldier’s stipend, food, housing, clothes, and the right to vote. Although all men who join The Home Guard are encouraged to bring their own armaments, whatever they may have at home for protecting themselves, I will ensure that every man in The Home Guard has a gun in his hands and bullets in his vest.

Further, I decree that men of color will be allowed to join the Royal Army and The Home Guard. I know that some may find that upsetting, but our brothers in Liberia are critical to this war effort. They love our United Kingdom and they will bleed for it; let them show you. Black Louisianans will be organized in their own units and divisions and commanded by highly trained commanding officers. I ensure you all that they will stand side by side, shoulder by shoulder, step by step with their Louisianan brothers.

Lastly, sadly, I have reason to believe that British spies have infiltrated our Royal Army. That is how, despite our great success in liberating Memphis with minimal blood shed, the British were able to repel us from Knoxville and defeat our Mexican brothers in Virginia. This is a dark place to be - one does not want to have to question the man who sells him his newspaper, shines his shoes, or delivers his milk. But the British are not men of honor and nothing is beneath them in their desperate attempts to cling to power. Any man found guilty of conspiring with the British will be hanged; that is the only punishment fitting for stabbing your own countrymen. To this end I am directing the Prime Minister to establish a special investigative office within the Ministry of Justice to specifically receive, process, investigate, and try reports of treason and British influence. I am also asked the National Assembly to pass legislation creating a special Court of Treason to hear these cases and rule on them in an expedited manner.
 
We are stronger than the British, we are smarter than the British, we are better than the British. With God’s grace and the will of our people, united, the days of this war will be short. Our children will speak of the glorious sacrifices we made in order to preserve democracy and bring a better, brighter future for all men. That begins now.

Fellow Italians, we have managed to survive the last few months since our Consitution, that beacon of liberty, was put int action and our government elected. Since then, we have managed to negotiate our affairs with grace and aplomb. Inflation of our currency is being brought under control byt the very best economists our nation has to offer at the Royal Bank.

With this, I will lay out the agenda of my government going forward.

My government will pursue reforms to our education, military, and establish a form of home rule for the loyal citizens of Tunis.

My government will reform the labour sector. For too long, the workers of this country have languished in poverty, so in the spirit of those great Italians-Caesar, Marius, and the brothers Gracchi-the urban and rural poor will be protected from the chaos that grips our continent.

My government will establish a National Guard in order to provide for the common defence of the realm.

My government will pursue the war in Spain to its conclusion, and will raise ten additional divisions for the task of bringing the war to a favourable conclusion.

My government will endeavour to preserve the right of the African people to pursue their own destiny, as determined by God.

Military Reform Act of 1873

Presented to Parliament in January of 1873

1) All officers and enlisted men of the national military to conduct no less than 15 weeks of annual training in order to maintain maximum readiness.

2) A Royal Military Academy is to be established for the training of officers. The Academy will be headquartered in Naples, and the headquarters itself will serve to train the most exceptional graduates of the Army and Naval Academies. The Army Academy is to be established in Tuscany, and the Naval Academy in Rome. No man shall become an officer without a minimum of three months of specialised training.

3) All prospective members of the national military must complete a minimum of four months' Initial Training, designed to condition men for war

4) A National Guard is to be established to provide for the defence of the realm. All those who join the National Guard will be required to undertake two months of training per year and a yearly stipend.

5) The military is to be consolidated under the model of a Central Command. The Army, Navy and National Guard will serve as independent organisation coordinated by Central Command. The Minister of War shall appoint the Chief of Central Command, Chief of Army Command, Chief of Navy Command, and Chief of the National Guard. All appointments are to be conducted on merit alone and approved by the Senate and Sovereign.

6) A Department of War Planning is to be established as part of Central Command. This Department will consist of the most brilliant military strategists and logisticians in Naples, tasked with develop plans for the defence of the realm.

7) A Department of Military Research will be established as part of Central Command. This Department will consist of our finest scientists to research and develop new weapons and equipment to improve the effectiveness of our military.

Military funding is to consist of no less than 2% of annual Gross Domestic Product.

My loyal fellow countrymen and brothers of faith,

The forces of tyranny have finally fallen on our continent. No longer shall the honest and pious people of Peru suffer under the ungodly rule of the bloodthirsty idolater Henry Bourbon. God smiles down upon our nation and through His divine Providence has granted us great prosperity as the rest of the world burns in darkness. I welcome the people of Ecuador, the immigrants from old Europe, and the righteous citizens of Peru who have joined us in our mission of rooting out the earthly sins of mankind and living humbly alongside one another, united in common purpose, as our Father above intended.

But across the sea, there remain truly loyal followers of Christ who fight valiantly against the powerful forces of wrath and greed that seek to push them into submission. It is our divine duty to help our distant brothers and sisters when they need us most. To stand idly by as our righteous spiritual kin are slaughtered is to be complicit in the works of Lucifer. In light of the plight of our European kindred, I thus declare that Colombia shall serve as a refuge for those fleeing the imperialist terror and senseless violence that seeks to stamp them out. Our loyal brothers in Christ from Portugal to Poland, Italy to Ireland, shall be offered safe passage across the ocean to our shores, where we shall welcome them to our righteous and just society.

I also come to announce the commencement of some projects for the betterment of our Holy Republic. With the incorporation of Ecuador and Peru into our nation, it has become all the more necessary to improve upon the transportation infrastructure connecting the cities of Colombia. To this end, I announce the creation of a Department of Transportation that will be responsible for the building and financing of a railroad system connecting the cities of Caracas, Maracaibo, Medellín, Bogotá, Santiago de Cali, Quito, Guayaquil, and Lima. The building of this national railroad will necessitate a large quantity of steel. For the minimization of dependence on foreign steel, we must learn to manufacture this most important metal in our own country. To this end, state-funded steel mills will be constructed in Bogotá, Medellín, and Lima. Finally, for the most important investment in the future of Colombia, the educational opportunities for our children shall be massively expanded. Far too many of the impoverished areas of our cities and remote corners of the Andes and Amazon lack conveniently located primary schools. The Church shall be responsible for the construction of schools in these places, where the children will be taught literacy, arithmetic, and the history of the Republic and of the Church. For the purpose of the higher education of our young men, I announce the chartering of a National University in Bogotá. This institute shall be free of charge and open to any Colombian citizen upon the passing of an entrance exam testing academic readiness. The available programs will include medicine, science, law, liberal arts, and religion. The faculty positions will be open to any practicing Catholic learned in that subject by the standards of his country.

For the purpose of supporting the brothers and countrymen of Colombia, the government has assumed ownership of all land and assets formerly held by Henry Bourbon and his self-proclaimed noblemen in Peru. This wealth shall be returned to the people through funding for the aforementioned projects and more. The numerous mines across Peru will also come under state ownership, where they shall provide additional funds through the resources extracted.

The Homestead Act of 1873

The farmable government land in Peru will be opened for settlement.

1. Any head of household or person of at least 21 years of age who has not taken up arms against the Holy Republic of Colombia shall be eligible to apply for a land grant for 160 cuerdas (Spanish acres) for a small fee.

2. After a period of five years, the applicant may apply for a deed for the land. If it has been suitably developed, the land shall become the property of the applicant.

3. No less than 80 percent of the farmable state-owned land in Peru and no less than 50 percent of the farmable state-owned land in New Granada, Venezuela, and Ecuador will be opened to settlement under this act.

2. Migrants from majority-Catholic nations in a state of civil war or under invasion by a foreign power who leave their country due to persecution or violence shall be classified as refugees. Refugees are counted separately from the quotas established for economic migrants.

Official Statement on the Status of Peru and its People

The area of Peru under Colombian occupation will be formally incorporated into the Holy Republic of Colombia on March 16th, 1873. The residents of Peru deemed to be loyal to the Holy Republic will be naturalized as citizens and will be given equal treatment under the law to the current citizens of Colombia. The citizens residing within Peru will be eligible to vote for the National Assembly in the 1874 elections, with Assembly districts apportioned in accordance with the number of citizens living in Peru. The Sacred Council of Peru and the Peruvian Regional Assembly will be respectively selected and elected in 1878, after Peru is formally admitted as a fourth region of Colombia.

Official Statement on the North American War

It is not in the best interest of Colombia to take a side in the great war to the north. Only if one of those powers were to violate or severely threaten the sovereignty of Haiti would Colombia become involved, as the Haitian people have the right to self-determination and independence from their powerful neighbors. I pray that the belligerents cease their fighting and come to terms soon for the mutual benefit of peace in the Western Hemisphere.

Offical Firman from the Imperial Court in Kabul

I, Emir Samad Khan, in the current Hijri year of 1290, have the privilege and honor of continuing to serve our glorious nation and continuing the ongoing work of elevating our empire towards, Inshallah, becoming an equal on the global stage and providing our most loyal subjects with the twin fruits of prosperity and security only made possible by the mercy of Our Creator.

Our Victorious Liberation of Kashmir

Subhanallah, the injustice of the Xing occupation of Kashmir has been rectified through the valiant efforts of our ghazis! Through our joint efforts with our French allies, the Xing have been ousted from Kashmir and the province is now in the hands of its rightful and proper owners. A garrison of two divisions alongside a fortress shall be erected at the old Mughal town of Srinagar to establish effective order and control in the province alongside mopping up any remnants of the Xing still there. The Royal Guard division as well as the 2 divisions of the Army of Karachi shall be sent back home to resume normal operations though the partial state of mobilization shall remain in effect given current conditions globally. Any loot captured during the campaign shall be distributed as such: 50% shall go into the Royal Treasury, 40% shall be distributed out to the soldiers active in the campaign (including our French allies) as a token of appreciation for their service, and the remaining 10% shall be used in the reconstruction and further development of the province.

Position on the Western War

It may come as no surprise, but the Imperial Court in Kabul has been watching the ongoing developments out West quite closely. The ongoing war between Iran and Sublime Porte greatly saddens us given that we three powers are the last bulwarks of Islam left in the face of foreign imperialism and the current conflict only further emboldens them to subdue our brethren as seen with the blatantly unjustified and illegal invasion of Egypt by the Scandinavians. As such, a volunteer regiment shall be sent to Istanbul to be sent to Hejaz to bolster the defense of the Holy Cities given the unanimous conclusion in Kabul that they are under direct threat from a potential attack by foreign imperialists. We can only pray to The Almighty for peace to return between the Shah and the Sultan. The Court in Kabul officially supports efforts by the Sultan to promptly crush the traitorous rebels in His possessions in the Balkans, lest they be used as springboards by foreign entities to undo the holy work set out by ghazis over the centuries including Mehmed the Conquerer. Lastly, we have also been watching the ongoing situation in Turkestan with special attention. While we sympathize with the ongoing cries for freedom amongst their peoples, we are officially taking a position of neutrality in regards to them. However, should the situation deteriorate rapidly, we may reconsider our position of neutrality.

The Capital Crisis

Regretfully, our recent efforts at bolstering a domestic industrial base in Afghanistan have been hindered by the lack of capital available in no small part due to the recent global economic crisis. Despite that predicament, we have been approached by several powers seeking to help us alleviate this situation including the Iranians, the French, the Russians, and the Dutch in Java. In response, we would like to send our utmost messages of thanks and gratitude to them for offering us help with our situation. In addition, the loot captured from the Kashmir Campaign in our Royal Treasury shall be used to provide an injection of capital into our industries. This situation has also led us to conclude that the establishment of a unified national system to manage our supply of money and financial security is necessary. As such, we are drawing upon what the Iranians and the Neopolitians had done and will establish the Imperial Bank of Afghanistan.

The Teacher's Dilemma

With the recent establishment of the University of Kabul, a group of individuals has come to my attention with their concerns about the employment of foreigners as educators. Their concerns are reasonable, after all, what ruler would passively only their country to be corrupted from the inside out? Therefore, the policy of foreigners being allowed to teach will remain in place. However, before they're able to teach, they will have to be pre-screened on what activities they partook in before coming to Afghanistan and if they're able to successfully adapt and integrate to life here.

Treaty of Warsaw between the Ottoman Empire, the Republic of Russia, the Holy Roman Empire, the Kingdom of France, the Kingdom of Scandinavia, the Kingdom of Prussia and the Iran Shah

1)   Ukraine and Crimea are ceded to Russia.
2)   These polish territories are ceded to Russia.
3)   Romania becomes fully independent under a member of the Bourbon family (OOC : either Xavier and if he refuses Augustus Francis)
4)   It is always agreeed that :
-   Serbia becomes autonomous with the first monarch being appointed by Austria.
-   Bulgaria becomes autonomous with the first monarch being appointed by Prussia
-   (Greece + Cyprus) becomes autonomous with the first monnarch being appointed by Scandinavia. Additionnally, on Cyprus there will be a naval military scandinavian base.
-   Autonomy means : these territories are still part of the Ottoman Empire. However the country has broad domestic powers.
5)   Rhodes is ceded to Scandinavia.
6)   The second map represents the territories annexed by Persia. Additionnally autonomy will be granted to the Alawites and Rashidis. Freedom of worship is granted as well for the Yemeni Zaydis. -   The Ottoman Empire recognizes freedom of worship of all of its orthodox subjects. If the orthodox subjects start being persecuted in any way, all the signatories recognize the right of Russia to intervene until this persecution ends.
-   The Ottoman Empire will not try to do anything that would put under jeopardy the autonomous statute of the newly christian autonomous kingdom. If anything is done to put an end to this autonomy, they would become independent.
