I presume you didn't watch it. Herrera put his leg up as an attempt on the ball. Williamson moved into try a header after Herrera had already started on this motion.

Spikes up into the head is always a straight red, whether it's an attempt on the ball or not — I saw Gabriel Jesus draw a red for an identical play in the Copa America semifinals this month. Doesn't matter whether he's technically going for the ball, it's reckless and dangerous play of the kind you want to discourage, especially since he saw Williamson right in front of him and did it anyway. Seen reds given for a whole lot let, but then again, it's CONCACAF.
