Not necessarily. As a matter of technicality, the Senate could opt to not seat whomever he appoints.

Perhaps it's because my quarantine reading has included the fiasco of the 2009 New York Senate Seat but I feel in safely democratic states with a large bench you should almost be forced to appoint a placeholder & allow a competitive primary.

I can understand in states where you want a strong incumbent for a tough race; but it seems extremely unfair for the Governor to give someone a headstart by giving them millions in DSCC funding through an appointment.

This assumes KH is VP so its a D presidency?
Rs are energized they flip it in a special and hold it in the GE.
