Andrew Johnson actually. Buchanan had to deal with a harder time to be president.

Johnson. Buchanan may well have been more incompetent, but, from my perspective, his intentions weren't quite as malicious as Johnson's.

Johnson was an active alcoholic known as Andy The Sot.

Buchanan was an awful President, but he might have been a better President if he had come to the office earlier in his career, which was "distinguished" in terms of the offices he had held.

Johnson was a poor President, but he gets too much grief because of the delusion that Reconstruction could've worked better had he not been President.
