Different types of suffering. One being the lowest of the low economically in a completely fake city. The other suffering in a high crime ruin, driving past devastation every day.

If the inner suburbs are an option, Detroit easily. But city proper, it would be the core of downtown Detroit only vs. much larger portions of LA. If I can't afford any house whatsover in LA or even apartment then Detroit might still win because I don't want to be homeless.

Detroit, easy.  I don't like crime, and for what I could pay for, it would be much easier to avoid living in the middle of it in Detroit vs LA.  "nice" weather isn't worth my life.

on the whole, yes.  But if you've only got, say, $1000/month for rent, you can live in a nice(ish), safe place in Detroit.  That's not possible in LA.  Looking now, you can get a 2bdrm, 2bath and more than 1000 sqr feet, in nice, safe downtown Detroit for $995/month.  In LA, you can 350 sqr ft 1bd/1bth in Crenshaw (neither nice nor safe) $1110/month.

If you can afford it, sure, LA has nicer weather if you're into that kind of thing, but it will cost you your soul and an arm and a leg.  There are bad parts to both cities, you can easily avoid them in Detroit, in LA, you live in them.....unless you can afford not to.

I can't help but feel this is exaggeration. Maybe I'm inoculated to it. Detroit has immense landmass compared to most other cities (though, from what I hear, LA is pretty flat, so that and other Southwestern cities may be an exception). This includes, yes, bombed-out high crime areas, but also a variety of other locales. There are, of course, the homeless, but I daresay you probably won't avoid those in Los Angeles. The downtown area is fun enough if you enjoy the lifestyle of a soulless yuppie, and Midtown is in general pretty nice. I dislike going into Detroit owing to the types of factors that you're not likely going to avoid in Los Angeles--costs of transportation and parking, and my aversion to staying out too late, etc.--but even if I'd rather not spend time in most of the residential areas it's a fine city with a variety of entertainment and cultural attractions that, if one is enterprising enough, one ought to be willing to explore.
