Kim's entire goal behind obtaining a nuclear weapon was to protect the regime from any outside threat. It's called balancing of power. Since they're agreeing to denuclearize, they're expecting the US to withdraw troops from the peninsula. We obviously know that's not going to happen.

We did this every year under Obama, who was too weak to get as far as we have so far regardless. The Norks are just demonstrating that they're willing to walk away, just as Trump has said he would do at his most recent rally. This is just a game of diplomatic chicken.
