I know this is not a complete list... there were so many great shows.

Rugrats (the original run), Hey Arnold!, and I did a write-in (Doug, but the Nickelodeon version).

Wow I miss the 90s.  Great TV, plus Bill Clinton and center-left optimism.

Voted Rugrats, Bill Nye, and Magic Schoolbus.

Blue's Clues is the only one of those I've ever seen.

I saw a lot of these shows as a kid, but I don't think a lot of these shows are comparable, because some I watched when I was 5 or so (say Winnie the Pooh) while others I watched when I was 9 (say Dexter's Lab). They were not necessarily destined for the same age group.

I might be wrong on this, but wasn't The Mighty Ducks a movie?

GARGOYLES
...
...
...
Ducktales
Rugrats

1000 years ago
 superstition and the sword ruled:
it was a time of darkness,
it was a world of fear,
it was the age of Gargoyles!!

Stone by day, warriors by night,
We were betrayed by the humans we had sworn to protect,
Frozen in stone by a magic spell
 For 1000 years.

Now, here in Manhattan,
 The spell is broken,
 And we live again!

We are defenders of the night,
 We are Gargoyles!

It was both a movie and a TV show, but the TV show was animated.

Gargoyles, Darkwing Duck, Gummi Bears are among the best; innumerable others came very close.
