This basically just closes a loophole and prohibits health insurers who take part in atlascare dont mine customer data.

I would say this is the most relevant debate from the House.

Not a member of the House obviously, but what problem is this bill addressing, out of curiosity?  Is patient information not already protected under HIPAA, or is this just an update to existing law?

The main priority here is "customer information, including metadata". We dont want insurers on the exchange to go data mining. HIPAA is health information.
