Section 2 needs to be amended, because Atlascare doesn't run the exchanges. It participates in them. Also, none of the exchanges are federally administered.

Seems like a good idea, although I could be missing something. I can easily see the negative consequences to allow information in this system to be sold (especially considering it implies rather nefarious intentions by Atlascare). Is there anyone who knows more about this than me who can point out an unintended consequence this might have?
