He's going light due to his service record and the fact that he is willing to cooperate. This also, may be the first charge of more to follow.

"shall be fined under this title, imprisoned not more than 5 years or, if the offense involves international or domestic terrorism (as defined in section 2331),[8] imprisoned not more than 8 years, or both...."

Republicans have already sacrificed the morals they claimed to have for the sake of the win in 2016; they have no reason to turn on their false idol.
