I'm no supporter of decriminalization or legalization of marijuana (that would make it a bit too available) so I don't support the bill.
I do support refocusing drug policy on drug dealers (including assistance on giving them something else to support themselves, including welfare) as opposed to drug users, and make sentences for drug use much lighter.

I don't have a lot of time to thoroughly read section 3, but I skimmed it and my basic interpretation is that if a state disproportionately arrests minorities and low income individuals for marijuana, they're not eligible for federal funds to staff prisons? Is that the idea? If so, I am even more in favor of this bill.

I guess this is just an attempt at a clever way to force every state to legalize marijuana, given that the idea of instituting literal quotas for arrest and sentencing based on race and income would be as impractical as it would be a mockery of due process.  (That's not to say the status quo isn't a mockery of due process, but it's not quite as boldfaced about it.)

Strongly approve.  The Prohibition of Marijuana is arguably one of the dumbest ideas US politicians have ever come up with.  I approve of any effort to make it more legal.  Honestly I'm more excited about this than I was about Gay Marriage.
