That's a pretty stupid restriction. Would they even ban Cypriot AKEL members? We're talking about a party that elected a head of state of an EU member.

There's a pretty high chance that I would, but perhaps not such a general blanket ban- after all, there were many members of communist parties without communist convictions, registered just because it's the only party in their country. On that regard, banning them would resemble Trump's immigration ban.

There is some degree of discretion involved in enforcing the rule. The purpose is to keep out members of totalitarian parties, including but not limited to Communist ones. People from totalitarian countries where ruling party membership is involuntary and were not active in the party are exempted from the ban, as are bona fide ex-Communists. Someone who knowingly and voluntarily joined a Communist party in a free country is technically barred from immigration.

This is a ban on association with totalitarian political organizations, not an ideological ban, and even then, Communists are only banned from immigrating to the US. They are not necessarily banned from being non-resident alien visitors like tourists, business visitors or international students.
