I would give Graves some credit as a fairly solid Governor because he was pretty much a moderate Republican in the Kansas tradition.

Worst: Sam Brownback, R-KS

It pained me to put Brownback as worst because he was an amazing senator but he's objectively the worst governor kansas has had in decades.

I don't really mind Brownback's failed tax experiment itself, but I do mind his petulant reaction to its failure.
