AN ACT
The Housekeeping Act

a) In light of the fact that Lincoln's system of government is rather outdated and inefficient;
b) and to help make it easier for the Assembly to write and pass bills
THE LINCOLN ASSEMBLY:
1. Declares that the Speaker of the Assembly create a post in the Lincoln Archive for that session;
2. Requires that the Speaker add new Acts and Resolutions that have been passed in order that they be easily accessible to other delegates;
3. Resolves that the failure of the Speaker to comply with the above provisions shall be considered an Impeachable offense;
4. Requires that the Speaker, upon their entrance into office, swear the following oath of affirmation: "I, A.B., pledge, as Speaker of the Lincoln Assembly, to continue to update the Lincoln Archive to reflect all  new Laws, Articles, and Resolutions as may be adopted during my tenure."

The Choice ACT

Overall: Abortion shall be legalized, and shall be provided in the first 20 weeks of a pregnancy, or if it is threatening the life of the mother in question.

Section 1: Public Utilities
1. Public funds equating to 2% of the budget shall be used to set up public abortion clinics.
2. Public Health Insurance will be accepted by such clinics
3. All tissue gathered shall be donated to STEM cell research

Section 2. Private
1. Private hospitals will be given the choice to allow abortions in their facilities
2. Private Hospitals must train staff, and accept patients who are in need of an abortion, if they decide yes

Business Layoff Transparency and Protection Act

I (Title): The full title of this bill will be the Business Layoff Transparency and Employee Protection Act of 2018

II (Transparency):
If a business, regardless of market status, or if it is a publicly or privately owned company, lays off one or many of its employees, the business must provide a substantial report of reasoning to why the employee or employees were relinquished of their employed status.

III (Protections):
1: No employee must be laid off for arbitrary reasons, such as race, religion, gender, or sexuality.

2: Lower level employees shall not be laid off in favor of a higher level employee’s relative or spouse.

3: No employee shall be fired for missing work due to major medical and familial emergencies, such as surgery, disease, or death of a close family member.

IV (Rights):
1: Employers shall be required to give their full time employees (excludes temporary hires and interns) breaks of at least forty five minutes to allow for decompression, employee relation building, and arrangements for lunch hours. This period shall be set by the employee as long as it’s reasonable to the employer.

2: Full time employees shall be given 10 days of vacation upon their first year of employment, and will acquire seven additional days of vacation every year.

3: Employers will be required to allow off time for necessary events, as stated above in Article III, Section III.

V (Passage date): This bill shall be passed upon signing by the Governor of Lincoln.

L. 14.01 - Regionalize Hydro Companies Act

- Hydro companies within the Lincoln Region will now be owned, operated, and regulated by the Secretary of Development and Infrastructure, in cooperation with the Lincoln Assembly.

- All privatized Hydro companies will be merged and operate under the new title Lincoln Hydro 300.

- During the transitionary phase of 30 days, the Lincoln government will subsidize an average of 15% of cost in services. Post-transitionary phase the lack of profit motive now in the industry will cover these costs.

- Salaries of upper management within Lincoln Hydro 300 will be capped at $500k per year and connected with inflation, starting on January 1st, 2019.
