Given that we currently have stars in rows of 6-5-6-5-6-5-6-5-6, and the space is all filled up, fitting 17 stars in one row or fitting 17 rows into the space might be kind of tricky.

It seems to me that it wouldn't be that hard to think of combinations that would work, though... something like 6-5-6-6-5-6-6-5-6.
Why don't the stars be packed up in a circle like on the EU flag? Or how about we merge to states, like, say, West Virginia and Virginia?

We're forgetting that Atlasia doesn't use the Stars & Stripes.

Yes, Southeast.  This is the only way we can get Virginia.

Why would the addition of Puerto Rico make it more likely for you to get Virginia too?  If anything, it would make it LESS likely.

(1) If we have Puerto Rico become a state, they'll want more money and more services.  (2) And what's the point in having a State of mostly Spanish speakers?

(1) They already get all the money and services as every U.S. state, but they don't have to pay taxes.  We would save money with Puerto Rico's statehood. 

(2) About 40% of the population in the Southwest speak Spanish, so I guess we should let them go to Mexico in a few years.

One thing I'd like to say is that each time Puerto Rico has voted for statehood the % for has risen each time. The last time they voted I believe it was 46.5-6% of the territory wanted statehood while 52.1ish % were for "none of the above" and 2 tinier numbers for territoryhood and independence. (I can't remember exactly)

I don't see how we can have a plebiscite since the bill that passed does not authorize one to be held.

We should also allow the Virgin Islands to hold a vote to add themselves to a state (they're not big enough to be a state on their own).  Florida perhaps?  We wouldn't even have to update the maps, but just remember that the VI are part of Florida.

Here is the bill in its entirity. I'd like to call attention to the part I put in bold. Puerto Rico becomes a state after the people vote for it in a referendum administered by the government of Puerto Rico.

So it's authorizing the territorial government of Puerto Rico to hold a referendum or plebescite if you will. It just doesn't say when. Which would be I guess up to Ford to decide.


2005 Puerto Rican Statehood Bill

I. After a majority vote of the citizens of Puerto Rico voting in the affirmative for statehood in a referendum administered by the territorial government of Puerto Rico, the Commonwealth of Puerto Rico is hereby entered in the Union of Atlasia as the 51st state under the name of Puerto Rico.
II.   The Senate shall vote on which region/district Puerto Rico shall be designated into.
III.   The State of Puerto Rico shall be given full rights from whichever district/region it’s placed into and be under full jurisdiction of the Atlasian constitution.
