By presidency, that would probably have to be Buchanan, but in terms of negative impact I say Wilson.

Isn't the charge him not even trying?

Yes, nobody could've prevented the Civil War, its the handling of it (or lack of) is what people are judging him off of.

Pierce. I give him the edge over various other slave power tools for the disastrous Kansas-Nebraska Act, polarizing enforcement of the Fugitive Slave Act, and botched effort to annex Cuba. And he supported the Confederacy when the Civil War broke out. Says a lot when your own party won't renominate you for a second term.

Johnson by a mile, from this list. He actively sought to undo most of the works of the greatest President out of regional loyalty. Disgusting person.

Buchanan gets far too much hatred. He was an incompetent bureaucrat who was handed an untenable situation and did nothing effective to alleviate it. Franklin Pierce did far more to lead us down the path to civil war.

I'm shocked by the omission of Harding, who very likely would have been the first President removed from office if he hadn't died, and didn't have any of the policy accomplishments of Nixon to balance out his corruption.
