We remind the Ottoman Empire was ready to make a significant concessions during our recent peace talks in order to achieve an agreement with Russia. Therefore we would at least expect Russia to not get involved in our affairs.

Except we were at war then. Now we are not. As Bulgaria is not a member of the Orthodox League, we consider this to be a matter betwen us and them. We have no issues with the Orthodox League. Bulgaria is not even a real "Slavic nations". Those are merely Turkic people converted to Orthodox faith.

We made peace with Russia and we hope Russia is going to respect this. We respect our agreement and provide no aid to those countries that are still at war with you. Therefore we expect you not to aid countries that are at war with us.

We acknowledge that context has changed, and we are not going to go to war with Turkey yet again unless Bulgaria's very existence is threatened. However, we advise the Sultan to seek a reasonable peace with Bulgaria rather than imposing an unfair one.

Dismantling the Bulgarian state is not and has not been our goal, therefore such declarations are only putting our relations at strain. Yet the number of victims that were of Jewish background is quite troubling. We won't imply anything. We'll just say that since the world has condemded the King of the Belgians for his actions in Congo, it will surely react very strongly to ethnically and religiously motivated violence anywhere, in Russia too.

Since I know very well how it is to face a strong external pressure myself, I shall take a liberty of being candid. Due to unanimous international reaction to the news about situation in Congo, it is not possible that you would be able to continue as its sole ruler. The best alternative is accepting our proposal of transferring Congo directly to the Belgium with international observers monitoring the transition.

The French Republic thanks the Ottoman Empire for her assistance in aiding France and the people of Morocco who deserve nothing less than competent leadership. France sends two Naval Task Forces and another 3,000 troops of infantry and cavalry (in addition to what we've already sent). We also will begin making limited use of our Air Corps to see how airplanes can be best used for combat.

Furthermore, France lays claim to the whole of Morocco, with the exception of the lands south of Tangier until the town of Larache, which we grant to the Ottoman Empire (the port city of Asilah) shown below marked in this map.



France vows to defeat the Sultan of Morocco and finally put an end to the violence against foreign nationals as well as provide stability to the land.
