Was Clinton a good President, or simply lucky in the sense that he was just in the right place at the right time? Would the 90s have been a period of prosperity even without his presence?

A lot of things rolled his way and he played the cards right and had political strategy mastered, but I think overall he was a better than average president.

Basically Democratic Eisenhower-someone who was much more moderate in practice than in ideology and presided over a naturally occurring period of economic prosperity.

Lucky.  Most of his "accomplishments" were due to compromises with Republicans or the fall of the Soviet Union.
