Does this forbid public smoking bans? I support banning dry counties, but I also think public areas should be allowed to ban public smoking for public safety reasons.

You're free to do what you want with your body, but if you're doing it in public, you can affect others too, and you can't avoid second hand smoke, etc.

Yes, it prohibits public smoking bans Sad  That is one of many reasons that this bill shouldn't become law.

Anyway we can redraft this to allow for public smoking bans? I favor the gist of this bill for public safety reasons, but if we also outlaw public smoking bans, we really are being counterproductive.

It just doesn't clarify. I support forbidding counties from banning the sale of alcohol/tobacco/whatever because people will just go elsewhere to get them and drive under the influence, but I want to make sure we still allow public places to be smoke free.

The original version of this bill said "completely" before "prohibit."  Putting that word back in would clear up this issue and others that might arise.

In order for the President to redraft, there would have to be a sponsor.

Would anyone object to proceeding wtih replacing the sponsor now? IF so then this bill probably is withdrawn for lacking a sponsor (no one to accept redraft, the alterantive is withdraw the bill per the constitution).
