Nixon, I guess. Aside from Cambodia, his Vietnamization was so much more effective and better than LBJ's failed foreign policy strategy was as were Nixon's other diplomatic relations. His stances on drugs, education, the environment, health care, and civil rights were also pretty promising. Ford was also decent for his fights against inflation and equal rights. HW Bush I would put after Ford.

Reagan and Dubya were awful, awful presidents though.

Ford obviously - in office the least time, thus did the least damage.  (having a Dem majority in both houses was important in controlling his inherent R evil as well).

Dim-witted is good in a Republican - if they're smart they win more policy-fights and thus do more damage.

Ford
Bush 1.0

Nixon

Reagan
Bush 2.0

Ford and Bush were the best because they were ineffectual at advancing the conservative agenda.  Nixon was a disaster, but was willing to implement some sensible policies.  Reagan and Bush were among the worst Presidents in American history, Bush being the absolute worst.  Both were horrible on policy and succeeded in advancing conservatism in ways that will injure America for generations.

Reagan, obviously. Pleasantly surprised to see that Nixon isn't winning. With how awful this forum is about this type of thing, I'd expected Nixon to be far & away the leader. Ford in second is promising.
