Dubya, by far.  Lots of Presidents were in power during hard times or made missteps because of the cold war.  I can't totally blame them. 

Bush, on the other hand, invaded Iraq for no good reason and lied about it.  That and the horrible economic management, going from surpluses to a near great depression 2.0, is pretty damning.  Oh, and torture, scapegoating gays, Medicare part D, no action on climate change, the US attorney scandal, putting Roberts and Alito on SCOTUS, the giant tax cut for rich people, not good...

GWB was nothing but a reappearance of Reagan-Bush in the new circumstances.  plenty of staff returned, reconstituting the original criminal Reaganist nucleus.  God knows what sorts of statist military adventurism Reagan would have authored were he not somewhat constrained by the still-existent Soviet bloc.  we got a small glimpse into this window with Gulf War I.

America is well past the trauma of Watergate. If anything, having the President caught red-handed and forced out in disgrace only helped the American Democracy in a long term.

We can't estimate how long term Dubya's damage is going to be. Certainly no sane person is going to believe Obama taking over magically erased this.
