The Mideast doesn't hold instant-runoff elections, does it?  I think the ME government might want to enact something like that so that the next governor is elected by a majority.

Both of you are kind of right. Before we transitioned to PR-STV, the Gubernatorial candidate with the most first preferences won, which wouldn't work well in races with more than two candidates. However, when I wrote and introduced legislation to change our system, I also included setting up Gubernatorial elections to be how every other region does it - preferential. Had I not set out to change that, this election could have been very problematic.
