Being that it has been a week, and the president has indicated that a compromise isn't yet on the docket, I'm inclined to motion for a vote on this.  I would urge my fellow senators to vote no on the bill as it is and allow Antonio to introduce a new bill(s) that is easier to digest.

I might suggest splitting it into 2 or 3 bills and putting the most crucial stuff in the 1st bill, followed by less crucial parts.  I know you probably view the whole thing as crucial, Antonio, but it will sit here forever as it is.

This is what I propose (relative to the benefits) :

Health insurance Sad no change

Unemployment insurance Sad Reduce the unemployment benefits to :
- 80% in the 1st year
- 60% in the 2nd year
- 40% in the 3rd year and after.

Lower the maximum benefit from $4000 to $3000.

Parenthood insurance Sad Strike it outright

Elderly insurance Sad set a maximum pension at $8000

Minor insurances Sad no change

This is for the prestations. As for the funding, I'd wait for Barnes to give us his expertise onthe best ways of taxation. But first of all, I'd like to know if you Senators would get along with such a bill. If these changes don't satisfy you, then it's probably better to give up and table the bill. Otherwise, we can expect it to be passed by August.

Even if the bill fails right now, don't assume it was a waste. I can recall a number of times when a well-written bill failed to pass the Senate, but was revived and passed by other Senators at a later date.

While the complexity of this bill and the size of the discussion so far is indeed somewhat intimidating ( Tongue ) I don't think it's been a waste- there's still much potential here, whether this bill is further tinkered with and passed soon or if it's just something to be built on in the future.

Here's what I propose. Let's wait until monday if we have some imput from other Senator. If there is a clear majority in favor of an hypothetical amended bill, let's go with an Amendment. Otherwise, call a final vote on the bill as it currently write.

The irony is, I was leaning towards most likely voting Aye on this even if it remained a huge expansion of the welfare state. And my plan is to still to do so when that time arises. My main concerns is that bill is concise and has effecient functionality. In a perfect world, we would have reached point in which we could all agree (even those who oppose it) that all the kinks had been worked out of it and it was ready to go. I just can't beleive that it didn't happen, that 1 person would litterally have to do it all to get it done, and 10 sets of eyes can catch more then 1. I tried to fix what jumped out at me as being wrong and did review several times the language to look for other problems. But after a while it all just runs on the screen. And you carefully examine a single line, but then rush through six lines before you remember what you are doing.

It would help though if we could on a regular basis no where each Senator stands. I had asked for this to be done before, but that was like pulling chickens teeth. But I will try once more:

Senators, if a vote were to be held on this right now, how would you vote and what changes would be needed to change a nay or abstain into an aye?

If I were a great Senator, I would say this bill is ridiculous and hackish.

BUT, I'm merely a simpleton among legends, so my reasoning is that this bill is too costly to afford while we spend so much money crusading overseas and that the taxes in this bill would be unnecessary if we cut our offense budget.
