Hopefully these people are voting. Hispanic voter turnout LAGS behind White and Black turnout by at least 15-20 percentage points.

Not surprised PA is #2. Many Puerto Ricans were already living in Philadelphia half of the year to work and the other half in PR. If they come out and vote this can help combat Western Pennsylvania's embrace of the GOP and PRs can combat white retirees in FL.

I think there will be many coming to NC and GA as well. The 2020 Dem ticket needs someone who can excite black and Latino voters in the Sun Belt.

Nope, don't be silly. But there is actually not much evidence for these cultural effects you fantasize about - most research I've seen suggest that the dominant factor is institutions rather than "culture".
