Thatcher (alas), but it's a mistake to completely underplay the significance of Blair's government, though most occurred during its first term. There were major constitutional changes (devolution to Scotland, Wales and - a restoration in this case - London, the partial reform of the Lords, etc) some not unimportant social reforms (viz. the ending of discriminatory policies against homosexuals), and significant investment in the welfare state, particularly in its physical infrastructure. And, of course, the end of the civil war in Northern Ireland.
