Indeed. I have no sympathy for Thatcher's policy and little sympathy for her as a person, but I can't deny her being effective in pursing her program.

Which makes Blair less harmful, but that's another side Tongue

If by "change" you mean destruction of the welfare state then Thatcher, if anything else Thatcher.

I thought this would be a multiple choice question, with a debate. A bit disappointed therefore. Thatcher is the obvious answer. Throw in Churchill, Attlee and a few others and this becomes interesting.

Thatcher (alas), but it's a mistake to completely underplay the significance of Blair's government, though most occurred during its first term. There were major constitutional changes (devolution to Scotland, Wales and - a restoration in this case - London, the partial reform of the Lords, etc) some not unimportant social reforms (viz. the ending of discriminatory policies against homosexuals), and significant investment in the welfare state, particularly in its physical infrastructure. And, of course, the end of the civil war in Northern Ireland.
